Sorry if this has been asked before, but will there be characters that can be assigned as governors or admirals? maybe have a EXP system there they can gain bonuses for winning battles?

I don't mind to see admirals/generals, and ministers, along with governors.
Part of being a Frogboy hero would being able to manage.
Perhaps the admirals are the ones who run your fleets when you put them on auto attack. They were just invisible before, so you couldn't see them.
Well they will have better governors options I hope. They already have them.

Galactic civilizations already lets you level up with more hit points. I think this is mediocre at best. I like the ability to get better more like Panzer general. I at least would like to have choices for abilities for when you level up. Kind of like Civilization 4 or anti matter abilities in Sins of a solar empire.
That is good to know. Hopefully they can level up and be assigned either control of a certain planet or fleet, also with the small chance to betray their current employer with bribes and such.

But seriously, there's no confirmation of heroes in the game, let alone specific roles for them to fill. It's been said by Brad that they probably won't be in the first release of the game, perhaps never.
Heroes would be a cool idea - it would certainly add some flair to the game.
Actually, I think the idea of having many types of 'heros' available via luck, training, (admirals from a naval academy for example) is an excellent idea. Governors with special talents, (or negatives..). Various naval leaders could train there fleet to engage in certain tactics and strategies. This would unlock, for that fleet, some options when going into battle, that generic, untrained, and leaderless fleet would lack. So, decisions about choices when going into battle might affect the outcome.

I guess that the current sensus is that there are no heroes on the game. I'm going back to ipspushing for the game to use great people. I think that when we upgrade ships it should be more than just upgrading hit points, but how would it not be a good idea to add abilities.

Veteran abilities? Maybe tied to the ship instead of a admiral (character) that can be moved around from fleet to fleet. Maybe it should have both?
At least something other than just hit points when leveling up.
Okay, this topic seems touchy. I'll bet I'm in the minority when I say I don't want heroes the way Endless Space had heroes- but let me qualify. I think the ship EP system should expand to cover those roles. For a start, each level they gain should bestow more than mere hitpoints- a gradual improvement to weapons and defenses, an added automatic repair during combat, and, at higher levels, the addition of special bonuses to the ship. Having the ability to choose between the upgrade path would help here, but the net concept is that your military should naturally generate your heroes over the course of battle.
Ships slowly accruing special abilities seems more realistic than some dust-addled dimwit adding huge bonuses to ships he's not currently standing on, as in Endless Space, not that I'm knocking it. I just think this is better, and will add a bit of heart to those little digital ships scurrying about to conduct your imperial business. They already leveled up and gained HP, but that was very bland and gave the fleeting system bugs. Independent EP calculation slowly making battle-hardened steel citadels out of soft green nugget flesh also adds to the battles, where you can root for your insanely-lucky ship as it rampages around becoming a boss.
I am hoping for a lot more ship development over time, and some big dollops of awesome in the ship design system. It would be wonderful if these areas had some TLC during the pre-alpha phases while ideas are being integrated and smoothed off.
I think automatic repairs should be by default, I mean it's only logical for crew to attempt to fix the ship they are currently on, just to be able to reach nearby friendly planet.
Are you two forgetting that ships in GC2 did repair themselves -- slowly if in space and not so slow when in orbit of a planet. Also there was a module that could be added to a starbase that increased the repair rate for ships.
But, what was that repair rate based on? I don't have the answer to that question, but I suspect that the experience level of the ship's crew (which is what the experience level must really represent) is a factor -- maybe the only factor.
I believe ships in space repair roughly one point of their max hull points per turn (i.e. a ship with 100 HP max will repair 1 HP per turn regardless of damage), whereas orbiting ships repair 20% hull per turn. They do not repair with "whole" numbers; a ship with 17 HP will heal by 3.4 points per turn roughly.
EDIT; the repair ability added a multiplier on top of this.
Take this with a grain of salt; it's been a long time since I've played and this is not based on any coding experience, but my in-game experience.

If you were wondering why the repair rate was suggested. It was one of his suggested heroes abilities. To scale down the heroes of endless space. I think he meant that the heroes or admirals would have a better repair rate option for one of their hero abilities when leveling up. I'm saying something needs to be done when leveling up other than hitpoints.
Such as refitting a ship with better weapons and defense technology that has been recently discovered? I don't see that as a "hero" or "admiral" kind of benefit. It is more like having a refit ship bringing the technicians, tools, and finished products to your ships to do the upgrade.
Only in GalCiv 1. It was never implemented in GalCiv 2, though the mechanic for it still exists (I gave the Yor access to the module in my mod).
