I still wouldn't mind having somekind of resource selection setup during the faction/sov creation stage
- could have something like 6 points to spend:
(for each additional item after the first an extra point cost is added, 1 gold mine = 1 point, 2 gold mines equals 3 points, 3 gold mines = 6 points)
(All are to be added within 4-6? tiles of starting location)
Gold mine - 1 point
Crystal mine - 1 point
Clay mine - 1 point
horses - 1 point
worgs - 1 point
influence spot - 1 point
Food resource - 1 point
Shard of given type - 1 point
'patch of woods' - 1 point (grants a small placement of woods next to your starting location)
'river' - 1 point (grants a small placement of water next to your starting location)
extra hero - 1 point
raise starting spot stats - 1 point (a 3/3/2 spot could be increased by one to make it a 4/3/2 or a 3/3/3 & so on, 2 point increase in grain would cost 3 points, 3 point increase would cost 6 points)
This I think would give us the starting place needed to work with the options givin in the faction/sov creator - for instance, no more setting up your empire to be heavy horses + heavy armor with no magic or long range only to get a spot that has 2 shrines with no metal or horses
Think of being a mage having up to 3 of your preferred shrines starting off
That is kind of a neat option.
That is a very good suggestion, because it would create interesting talents and it would reduce the randomness of the map generation, but it should not be possible to select the same bonus multiple times:
You want to play an earth mage? No problem ... for 1 point you have an earth shard.
You want to play with heavy armored troops? No problem ... for 1 point you have an iron mine.
I think one should be able to specialize as much as they wish, as long as they pay for it - if you want 3 iron mines then you can have them but that means someone else could be a 'jack of all trades'= 1 gold mine, 1 iron mine, 1 influence tile, 1 crystal tile, 1 shard of choice, and a water resource (river) - so while you had your precious metal it may or may not benifit you in the long run as much as another setup would
You could so much easier make a custom map with better balance. No matter what you add to the starting position, the map can screw you afterwards.
I totally agree. It opens a real need: more customization for the sov/race and for the type of game to play.
If I want to play a fire mage, and have the option of investing a point in a fire shard...It is like to say I found a suitable place with the needed shard to start my empire. So bad to have a fire mage and not fire shards...yes it might happen, but at least, this way gives more motivation if can't find more fire shards late in game.
But I would cap it:
- to only one item, like Wizard1200 said...
- The second of the same would take 3 points to avoid too much OP... So that's 4 points for 2 fire shards... A high price to pay...
I really prefer the first option, but why not allowing the second too?

Yes, that is part of random games...All random? Then probably will just start a new match if don't like starting position
But this way, allows to focus on a kind of play and have some more suitable chances...it is like paying points for the weapons or the items for the sov.
and don't forget you are paying for them, instead of having other traits...
I can't recall ever having an enjoyable game after accepting a poor starting location - and why bother. Regenerate the map a few times and you'll get something worthwhile. I generally hold out for a 9 point tile; 4-3-2 is quite common, with 3 resources visible including at least 1 shard but I'm a casual player and find the game challenging enough even with the bonus of a good start.
