I played GalCiv II when it first came out. I've come back to it now after all the expansions and ToA is really different I can see. Something I've been trying to figure out and have failed so far is this... Is there a tech in ToA that allows all your fleets to stay intact when orbiting all and any of your planets? I remember something like this originally, before ToA, when I played before. Is it only available to some races' tech trees now? In anycase, if it exists, let me know the name, and I'd also like to know what it was called when everyone had the same tech tree... if it ever existed... maybe I'm just crazy... I swear one AI oppenent had fleets ORBITING ALL his planets last ToA game I played...

There is a tech that allows this, but indirectly: The Orbital Fleet Center (or Tower or whatever) which makes all your ship in orbit around your worlds to act as a single fleet when under attack.
You get it after you researched the Space Militarisation tech.
While your build and named Fleet won't stay together on your orbital tab, when there's a battle, ALL your orbiting ship act as a fleet; so you got your 3 medium vessels fleet, go into orbit around Earth where 2 space miners are, and the Korx attacks Earth, well you now have a nice 5 Vessel fleet!
Yep you only get to build one of those, but no matter, the economy is too restrictive to support large numbers of ships in all your planets anyway!
the one building does allow fleets using your logistic points to defend ALL planets, I *think* there is another that you can build that allows a fleet to defend JUST that planet it is built upon regarles of logistics... in anycase... YAY I figured it out!

Old post i know but..
The other is the Omega Defense System IIRC; which allows all your ship ONLY ON THE PLANET THIS BUILDING IS BUILD to fight as one super fleet, disregarding the limitation given by your logistics research.
so you can end up with a 12 huge ships fleet even if you only got basic logistics research
