Expected bahavior is to show the last used window in the collection, at least the native taskbars in Windows 10/11 just acts like that.
Of course I known that "hover on the icon, get the preview tabs, click the preview tab and then show related window" is a way to pop up the window, but they are two different functions in my view.

Wondering if you can tell us if this happens specifically when Start11 isn't enabled at all?
From what we've seen, this is just the behavior of Windows 11 with the "combine taskbar buttons" Taskbar setting set to "Always". If that's the case, I'm not confident there would be a way around that through Start11.

Yes I just found it too... I am trying to reset the Windows to detect some other issues and found it just actived like the Groupy 2 when in the native way.
Sorry for taking your time, maybe there were some other modifications or customized shell injections that I forget in my old PC, so that it could place window to the top when click taskbar icon of collection...
This issue was done, sorry again for my mistake.
Just a suggestion.
I keep a running list, in a text document, of all the hacks I make to my system. That way, I can set items back to the way they were if I run into trouble.
Thanks dude, I am accepting your suggestion very seriously now and making records of hacks one by one to what I have injected after reset the system, because the work of reseting system is about to drive me crazy...
