I have been using Start 11 for a while now, and have tried multiple taskbar modifying programs. I have only found 1 that does this correctly which is "Explorer Patcher". The gist of it is this: If i expand my taskbar vertically by dragging up on the top of the taskbar to essentially make 2 rows for the apps to occupy, this is very handy when you have the setting for expanded text on the programs activated (never collapse) and you have a lot of applications open. Currently there is only one row of icons and they stretch far to the left and block space for the programs to occupy the taskbar, and make it so that they run out of room faster and have to shrink down in size.
There should be an option (or it be the only way honestly, because windows 10 and previous versions did it this way, windows 11 should too but they deviated and made this single row of icons for a double height taskbar for some reason) to make the taskbar icons occupy two rows if the taskbar is extended to be two rows. This should be possible but I am not a developer (system admin myself) so I am not sure how difficult it would be, but explorer patcher does it so it is possible.
I have been a user of Stardock software for the past 3 years or so and will continue for sure, but I would love if you could make this happen. This is honestly the ONLY feature missing from Start 11 that I can think of, it would be almost perfect otherwise. Image below of what I am talking about, the single row of icons on the right should be two rows and occupy half of the horizontal space.

Hello,Sorry to hear you are having issues. But, unless I totally misunderstood you, I believe Start11v2 can do that.

No No No... I mean have two (or more) rows of taskbar icons on the RIGHT side of the taskbar where you currently have the little yellow and little blue icons next to the system clock, volume, and network interface.

Okay, the screenshot clarify things. If I remember correctly, There have been some request on this same feature from few users. Its the taskbar tray area icons.
