When you hover over the lower-lefthand part of a citizen, you get a popup like the one shown below that shows the factors that go into the Approval number. You can also hold down the Shift key to lock the popup in place so that you can move your cursor over each of the items in the popup. However, there is no additional information available via a hover popup that would be helpful to the player in determining what he can to do improve a citizens approval.
Specifically, every one of my citizens in every one of my core worlds shows "The Grammar Enforcer -10%" and "Observation Post -20%", but moving your cursor over these items does not tell you where those items are coming from. As a result, every one of my citizens is saddled with a total of -30% and the game does not give me any information about what I need to do to correct this.
For example, if "The Grammar Enforcer" is a trait of a leader, who and where is that leader? Is he on a planet, or on a command ship, or working as a diplomat, or somewhere else? I have no idea where the "Observation Post" is coming from so a hover popup when I move my cursor over that line explaining where that is coming from would be very helpful.
Totally agree with Paul on this. It's important to give players as much info as possible. Especially about items that have a negative impact.
The Grammar Enforcer sounds like a trait of the governor. I have no idea about Observation Post, unless it comes from a colonization event or other random event. Anyway, I also agree with the point of the post, more information is better.
Grammer Enforcer is the planets Gov, it is a Gov trait.
Observation Post is an event where you find an alien observer if I remember correctly if I do the choice, I make has never given me negative approval.
The Planet overpopulated is wonky as mine can be triggered when I have 6 pop on an 11 pop planet.
EVERY citizen on EVERY core world had the negative approval from Grammar Enforcer and Observation Post. I found one core world that had a governor with the Grammar Enforcer trait and I replaced him, but nothing changed. However, a few turns later, I noticed that both the Grammar Enforcer and Observation Post penalties were gone from every citizen on every core world. I do not know exactly when the change occurred, but it did. I wish I had a save I could give you that would demonstrate this issue, but since the penalties are gone, I have nothing to give you.
Thats definitely a peculiar situation with every citizen on every core having that penalty, and than it being lifted. I'm not sure what the team can investigate on that, but I agree more useful information on these stats could definitely help players
To test this I put a leader with the Grammar Enforcer trait in the position of governor of a core world. As shown below, the citizens did not get an approval penalty labeled "Grammar Enforcer". Since the description of the Grammar Enforcer trait uses the phrase "Has been known ..." could it be that there is a probability of a penalty that is less than 100%? Just a guess. At any rate I would think that the team could search their code for any reference to the Grammar Enforcer trait to examine how the trait is used in determining citizen approval rates.
The first screen snapshot shows that the citizens do not have the "Grammar Enforcer" penalty.
The second screen snapshot shows that the governor has the "Grammar Enforcer" trait.
I just encountered the issue where "Observation Post -20%" suddenly appeared in the approval list for all of my citizens.

Just open the save file and look at the approval of any citizen on any core world.
Additional information:
I tried loading the turn 70 save and recreating the actions I took as best as I could remember them, but when I got to turn 71, the Observation Post approval penalty did not show up. I do not know what else I can do to provide you with more information, but the turn 70 save above does not show the Observation Post penalty and the turn 71 save does. Hopefully, this will help you identify the cause of the Observation Post approval penalty.
I'd be happy to know what what the "eureka" means?
The very first Progressive ideology choice gives temporary approval boosts to citizens when a tech is researched. This shows up in their stats as Eureka.

If the team is considering adding hover text to the approval items, I would suggest the following for Observation Post:
"You gave the Yor permission to setup an observation post on [planet name].
This penalty will continue for NN more months."
