If you ask an alien to declare war on anyone they trust they will agree automatically. In addition, you can then ask for all of their $$$ and resources and they will agree to that as well. INSANE! Also, just my opinion, you should not be able to ask another empire to declare war against someone unless you are already at war. Right now you can.
I've noticed this as well.
By design going back 30 years. Paying others to fight each other is a valid strategy.
I agree asking others to fight for you is fine but in this case you can ask for and get EVERYTHING they own with you giving nothing at all. Massive cheat potential.
