Unknown. In the short term that's the limitation but in the future it may change.

The task bar shifted up a bit
New issue popped up for 1.4.0.3,
Start11 does always respect my taskbar transparency setting, I have it set to 0% but it keeps going back to 100% sometimes, mostly when clicking on another monitor.

Brand new Windows 11 laptop and installed the beta Start11 1.4.0.3-j286. Maximized windows are not respecting the Align Top task bar and every window maximizes underneath the task bar and leaves empty space at the bottom of the screen. Also, with Align Top, the Action panel does not stretch up to the task bar, it stays at the bottom. Finally, tooltips on the task buttons and tray icons open over the task bar and obscure the task bar and tray icons and prevent clicking on said task buttons or tray icons. The release version was even worse than this. It was putting the desktop shortcut icons up under the task bar as well, but that is the one thing fixed in the beta.
What build is your Windows 11?
Another issue - when clicking on group of windows it's not opening the popup with the windows. The only way to get the popup is to hover and wait.

I don't even get a chance to click on them first, the hover pop-up is almost instantaneous on mouse over. Do you have any other similar programs installed? (Explorer Patcher, StarAllBack)

I don't think that's a new issue but trying to organize anything on win10 style full screen start menu is extremely laggy: pinning, unpinning and performing actions from the context menu causes long freezes of the whole menu

Do you have the touch optimized taskbar enabled and do you have multiple monitors, or a keyboard attached?

I'm running Start11 on a Surface Pro 8 with the taskbar at the top of the screen. After that Windows update broke the taskbar, I started running the beta version which seemed to fix my problem. Last night (on 1.4.0.2), sometime after removing the keyboard, my taskbar reverted to a touch-friendly hidden taskbar at the bottom of the screen, even though I've never used either the hidden or touch-friendly options in Windows. I tried turning Start11 off/on, checking the windows options, etc., with no success. I ended up doing an uninstall/reinstall. I've gone through several iterations of on/off, uninstall/reinstall, going through all the options, etc.
I'm now on 1.4.0.3, and the only thing I can say for sure is that the hidden touch-friendly taskbar on the bottom of the screen will return. It may happen immediately after install, after a reboot, after removing the keyboard, but it will happen at some point. Once it happens, the only way to (maybe) restore proper operation is to uninstall/reinstall.
Thats a new Windows feature in the update you installed.
No need for reinstalling etc. Just turn it off in Windows taskbar settings.
Correction to #92. Touch friendly option was initially on, but not hidden. They're now both off.

Have you uninstalled, rebooted, reinstalled to see if there is any change in behavior?
I asked about StartAllBack because you had mentioned it in Discord and we have noticed at times, just having it installed (but disabled) has caused some conflicts with Start11
