This has been a problem for many, many years, along with many others with SkinStudio and/or Windowblinds and/or Start10/11 and/or Microsoft sadly.

Is that public or stardock internal?
It's only released with the installer of WindowBlinds, so I guess that makes it public. All you have to do to get it is install Windowblinds...
