Right click on your desktop to View and scroll down to Lock Fences
if it's checked un check it and the you should be able to move fence
from bottom to top edge .

I purged and reinstalled using this process, then restored a config snapshot to get my layout back... issue is unchanged. Newly created Portals have the same behavior.
Edit: Did it again without restoring the snapshot. Same thing. I added two more photos to the original imgur link.

I think I can reproduce this, does you have HDR enable on your monitor. Just to confirm, If you do have HDR enable, please try disable it and see if it help.

First of all. I love this program. However, this "purge and reinstall" Every time there's an update is unacceptable. I don't have time to recreate all the fences and move everything into them every time you update the program. Maybe you need to figure out WHY it's forcing people to this?
Actually, Purge and reinstall should not remove your saved layout snapshots.
I have the following critical issue on the latest W10 Build. I am trying to add as much information as I can because I can't isolate the problem to just one button click or something.
Before the issues with 3.10 I had a very simple configuration that would simply divide my icons into 2 fences. This all worked until I changed the configuration with Version 3.12.
I build a more complex configuration with the version 3.12 which involves several folder portals that basically represent categories of items on my desktop. -> https://imgur.com/DoNZOJh (Since Fences is crashed I can't actually show the setup)
I have also Folder fences to network drives in that new configuration.
The actual issue is that once I put my PC to sleep after having configured everything fences crashes. -> https://imgur.com/Y4YzKvq
Additionally I have to mention that my PC and my Monitors are somewhat fickle beasts. Sometimes Windows decides to switch around my monitors. Meaning the taskbar position and my gadget sidebar move on another monitor.
I also use DisplayFusion for static Wallpapers and Wallpaper Engine for animated wallpapers. My Antivirus Software is Eset Internet Security.
I have to mention that fences does not conflict with these programs in general. The issue only occurred once I used a more complex setup. I don't know if it happens with older versions.
Does 'config' = 'Fences snapshot'?
If so, and you recreate a new snapshot, does it still happen with version 3.13?
If not, what is this 'complex setup' so we can try to reproduce it.
Also, for testing, DisplayFusion (or any other monitor-altering software) should be disabled to eliminate possible conflicts. If there are issues that can be traced to its use, we can try to solve them afterwords.

After latest version of Fences installed, my system would not finish booting due to the loop saying that that explorer had not closed properly and to re-enable fences, which keeps repeating.
Had resort to a system restore which restored to Fences 3.0.9.11

It's definitely tied to HDR. Disabling HDR reverts the text to normal-looking white foreground/grey dropshadow.

I would need to know what 'latest' was when you had seen it. Version 3.13 fixes that issue that was present in 3.10.

I had exactly the same problem as you. but
After deleting it, the problem was resolved after restarting the system, reinstalling the latest version with administrator privileges. I hope this reply helps.
Problem #1: Updated to latest version of Fences, but the update check keeps telling me to upgrade.
Fences v3.1.33
Windows 10 Home. Version 20H2. 64 bit.
I even tried re-downloading the .exe from my account yesterday, in case there was some kind of "stealth update" with a fixed 3.13 with the same version number that set off the upgrade check. But that didn't stop the daily reminder to update.
Problem #2: When the "Update has been found" box pops up and I click NO, nothing happens. It doesn't go away. I can't click the top-right X to close it, and have to shut Fences down via Task Manager.
Several weeks ago in July 2021 I received this update for Stardock Fences. I did the update and then Fences did not work properly. When I notified Stardock it was suddenly fixed. I wonder if this latest update contains the same bug? I will not download until I am sure all is fixed.
Sorry to hear you are having trouble.
Go to your 'Downloads' folder and delete any 'Stardock' folder you may have there. Do the update if it asks again, reboot, and let me know if it still happens.

I deleted the Downloads folder, but when I clicked "Yes" to upgrade on the notification, this happens:
If I click "Download" nothing happens, and there's no way to close that screen down without Ending Task the "Fences Settings" in Task Manager.

Once again I tried to update my 3.0.9 to a newer version (3.13.3 this time). And once again I encountered a problem that kills the whole point of using the program for me. After the upgrade switching between desktop pages of Fences becomes creaky, with a lot of visual glitches and looks like it happens in 15fps. P.S. For the record, I have a VERY performant PC. Maybe it's the 72 hertz monitor, but hey, everything was fine on 3.0.9 and anyway - testing is your responsibility, not mine. This is the 2nd time I've tried to upgrade and this is the second time I've had to waste my time just to restore the old version.
NEW VERSION WON'T DOWNLOAD
My Fences App with the current version being 3.0.9.11 has performed well for several years in this Windows 7 setting last updated in 2010. (see photo)
The Fences Update Interactive Window comes up from time to time, but when the "Download and Install" button is clicked it fails to respond accordingly, and I'm left finally to dismiss the window.

Hello,Sorry to hear you are having issues. But, this is the first time I saw a report on Fences Desktop pages switching issue. First, Would like to suggest to try purge and reinstall steps as mentioned here: https://forums.stardock.com/486084/fences-support-faq#reinstalling. Just make sure to re-download the latest version from your account. Reboot after the purged. Reinstall, and Reboot again after the installation. Retest it. Report back here.
Ver3.1.3.3 text background color corruption
prior to this version, it is working all along
i.e. file details are shown clearly with white text on a black background like an open window folder directory
but after installation of 3.1.3.3, file details or icons are shown with black text on black background so obviously the text cannot be seen at all
unless highlighted by the cursor with a faint lighter background and the black text can be dimly seen.
if I turn off window 10 HDR in the display setting, everything works but it is wasted because I specifically want HDR in order to set my
refresh rate to 144 hertz which can only be done if HDR is on. I specifically brought a 144-hertz monitor that cost more than US1200 for this and therefore I am for sure not going to turn off my HDR just to accommodate Fence. with HDR off, my refresh rate is fixed at 80 hertz and cannot be changed at all.
please let me know how to get Fence working great again, it was working fine before.
interestingly, when captured by pc and pasted on paint, it can show text properly, see file attached
but actual, on-screen it is invisible, see file attached as captured by my camera, same screen as the one above
