Bug Broken Logistics with Commander v3.96

The Korath Clan Wellington Fleet I near Leo system has a logictics of 18/26.3 points with a Commander. The ship "The Scow" has a logistics of 6 points, however the fleet management window does not allow to combine the ships in the same fleet, it indicates a maximum logistics of 21 points.
