Playing on a ludicrous size map the governmental restrictions on number of colonies means that, with habitable planets set to the default of occasional, roughly ninety per cent of the map is useless. Commonwealths do not extend a players range so the only means of exploring/exploiting most of the map is by starbase. Why explore when one can't colonize ? Why colonize only to be forced to give those colonies away to a necessarily incompetent A.I.. Having problems with/don't like micromanagement (not this player !!!)? Don't play 4x !!! Have uninstalled Intrigue as total waste of money !!!

I'm more interested in understanding why I stick to 2-4 colonies and find out in turn 50 that every other player has a dozen or more and I'm dead last in every metric. AI still doesn't follow the rules, does it.
This could have several reasons:
- you play at one of the higher difficulties (on Gifted and above the AI gets bonuses to production and ship speed, among others)
- you got unlucky and ended up with a very bad starting position (no habitable planets near your HW)
- you need to get better at colonizing (with a custom race that has Fast +2 trait I am routinely able to outcolonize the AI on Genius difficulty)
Apart from the difficulty bonuses, the AI DOES follow the rules. It's just that after so many AI improvements it is doing pretty well now early-game.
Got it. But how do they get around the colony limitations when I stick to them like a chump? The Krynn have 29 colonies on turn 64 and in trying not to 'game' or 'break' the rules, I'm sticking to the limits... (evidently that's not the right strategy). What a change. I put it down a year ago and it is like a different game now.
Um, the limits are not a hardcap, sticking to them is just gimping yourself, especially early game. You really should be-line for Media Assimilation or Rebublic early on, or trade for it from the AI its one of the few governement unlocking techs the AI actually goes for.
What Horemvore said. I highly recommend getting Interstellar Republic ASAP.
Also, you should get your morale up:
- You can set your tax rate to 0 in the beginning. It doesn't really matter, you will be at a deficit for the first 50 - 100 turns anyway. Get money from anomalies and treasure hunt missions to compensate. This works pretty much indefinitely. You can also sell tech and resources at the market or to the AI.
- Build morale improvements and ideology buildings (Intimidation Center is best) on your planets early.
- Research Supportive Population and Easy to Please
- Use the 2 Celebrities you get for free (for researching techs) on your HW or other key planet
