Development of any one feature takes time. Whilst there are a lot of things on the roadmap, we thought it would be a good idea if players get to influence which feature will be worked on next for the game. There are 10 features on the list and each one has engineering time in months associated with it.
All of these features are planned in some way, but this is a chance to tell us which one you want to see come before the others. Choose wisely, because whichever feature is worked on first will push the others behind it for that stretch of time.

The other is more of an essential bug fix: Units being dumber then a bowl of oatmeal.
I'm not saying that it doesn't need to be corrected/tweaked/fixed I'm saying that the idea of Naval could be fun!
I too have seen issues with how the AI operates in regards to my own armies and how the enemy AI operates in general.
My cruisers will often run to their deaths looking for the one unit they hard counter when compared to many units they soft counter. My armies will often sit back while the first 20% of the army group gets hammered. My artillery doesn't always like to move forward when there are buildings or targets near the army group.
The AI for the enemy still clusters troops around their Nexus for very long periods of time, when only a few game versions ago they AI actually attacked and defended their territory. Which affects the campaign AI as well, making many missions very very easy as the AI essentially doesn't play the game.
Which in my opinion is a bug or error, as that is clearly not intended to happen in the game.
So I feel like I was talking about how naval could be a cool addition to the game where as you were talking about unresolved issues. Neither one of us is wrong, I hope we are both right.
As has been answered multiple times in this very thread already:
Navy could still have its niche carved out, certainly. Water could be used to provide "sneak-around" territory for amphibious units, could be used to provide mobile fire support from the sea.
Besides that, nothing to say the game couldn't add more "non-hovering" units, or bias the third race to be completely non-hovering.
