This ship part always really bothered me because how does thulium (and not durantium) make your hull stronger and the effect is not even strong enough to warrant use of a strategic ressource. I always saw thulium as being used for sensor systems.
Maybe change the prototype part for thulium to thulium targetting array with +25% accuracy for just that ship. Still a niche choice, but at least it makes sense. Or there already exists a protype sensor module, which I think uses thulium, so thulium could be left with this as its only prototype part.
As for the hull reinforcement, I think it should be durantium and needs a stonger effect. Honestly trippling the effect to +75 HP would not be unreasonable.
Actually, the hull reinforcement was Durantium and it was a VERY nice module in that you could stack it. I have no idea why they made the change to Thulium but I do agree its a non use item.
If the resource gave at least 50 hit points it's use would be warranted. Compare a proto durantium driver which does what.8 points of damage. It is FAR and away the best weapon in the game for that early tier. After you get 'Durantium driver' you might as well just be an all out war monger as its the SAME damage as the last end game tier Singularity Driver.
Using that as a scale the hull reinforcement should give a substantial boost and it does not. ....

Must admit i never use it.
The thing is, why put developer time and energy toward making components (thrusters as well) in the first place if its not reasonably useful in the game?
well the thing with thrusters is they make sense,
if your ship is faster and more maneuverable it will make it, harder to hit, easier to kite an enemy, able to get to places where its needed faster
but then the combat system completely ignores those abilitys. AFAIK thrusters dont provide a dodge bonus, ships try and rush thier target without realizing that kiting is an option, and the place the ship thinks it needs to be is right in the middle of your oppenents fleet

damn the torpedoes eh? hahahahaha
I actually tried putting thrusters on larger escorts to try and get them to help carrier drones in battle instead of hanging back doing jack as they do. To my utter amazement after moving forward nicely for a few seconds, they turned back!!!!!!!!!!!!!!!! Nope drones are to fight on their own.
Most likely because Escorts have ManeuverType Defender and try to stay close to Capitals/Supports
