i am curious, should a rng seed be saved, or rolled anew upon reload?

im in the for saving camp, as i want to win or lose by my strategic wits, not save scumming the rng. i actually see the rng seed AS my opponent - the specific scenario that my strategic wits are up against; and when it is changed upon reload, it actually feels like i am playing a different game against a different opponent.
your thoughts? pros / cons?
some developers put this as an option in the settings menu. i see no downsides with that
which games are you referring to?
Civ, for example.
The linked thread presents as an observation, but it (that thread) is really about save scumming, not random seeds. If you don't do it, then it isn't an issue (or at least not much of one, since a game can crash or you quit without saving, etc.).

Experience the whole new level of gaming with real randoness. When the AI should be erratic, it will be truly erratic! Isn't it exciting?
Plus you can make NSA boys sweat a bit when they brute-force through your encrypted messages.
