I build a user defined constructor with 4 constructor modules on it. With Builder 3, I should get 5 constructor points, and that is what it is giving me. A few turns ago I gained Builder 5, and I should now get 8, but I am still only getting 5.
I just checked this out in my current game and noted that the doubling of constructor points only applies to constructors built after I take Builder 5; previously built ones still just have their standard amount.
Also, Builder 3 doesn't give the constructor a bonus point, it gives a newly built starbase one more point to start with.

If you use a 4X constructor to build 4 star bases you will get 12 build points, (if my mind is working right tonight )
From what i can tell, Build5 only applies to constructors built after the unlock, not those that exist before. Construction points are fixed at creation.
It does work, but only after construction indeed.
Also, is it just me, or is Builder 3 giving starbases 2 spare modules; my 8-construction-point constructors can build 8 different starbases with 3 upgrades each
Is Builder 5 also affecting the generated-from-nothing module from Builder 3?
