Hi there,
thought I'll share my little tool I use to fill the bigger maps with more life (meaning more enemies).
So, this tool will generate totally randomized, playable (by player and ai) custom factions and their starting star systems and add them as a mod.
It will use its own namegenerator or user supplied lists to create faction-, leader- and starnames.
In the same way this tool can also create minor factions.
Extra starter star systems will generate some star systems you can use for custom factions that are built ingame.
It will use the default ingame assets (logos, leaderimages, ...).
The tool will automatically use the GalCiv3 mod folder in its standard location, if detected. (C:\Users\<username>\Documents\My Games\GalCiv3\Mods)
In case it doesn't detect the mod folder and you don't want to type, just type .\ to use the folder where the tool is located in. It will then generate the mod there.
Don't forget to copy the output folder (GRFC) into your GalCiv3 mod folder, when this is the case.
I hope you don't mind that it's just a small console application and nothing fancy with a gui.
And also, because of this I would like to know if the tool can't find the mod folder for anyone. ..., and where it actually is located for you.

Have fun.
This needs a nechrobump. It works pretty well. It mixes up FG and Portraits though, but as a modded faction template builder it works just fine.
I also loved that I was able to generate 100 of the ingame editor starter systems to assign to my existing Custom Races.
Is there a non-dead link to the file?
I was unable to download it. Seems like the DL link doesn't work anymore.
The download link doesn't work! Great idea if it worked.
