I'm recommending that the developers have multiple units, structures, and (possibly) upgrades available to choose and build from the very beginning of the match. One of the things I love about Supreme Commander: Forged Alliance is that right when you place down, say, a land factory you'll have about six units to choose from and build. This has more strategic depth and makes the opening more interesting compared to having, say, only a construction/resource unit from the start and maybe one combat unit (sometimes the first combat unit in rts games won't even be available until a bit later on, so your only choice is the construction/resource unit). Currently we've been playtesting with most things unlocked at game start; and limited by resource costs. So far this has been feeling pretty good, but the most deadly stuff will be gated by research. We'll see if this holds up as time goes on, but it's working so far.
