I would like to sea Stardock develop; using its LH base, an RPG game focused on adventuring, tactical combat, world changing actions, multiple branches, time based developments, and DLC.
In my mind TOEE had the best tactical combat for an RPG (weak quests and story line, but excellent tactical combat)
World changing actions let the player's actions dramatically change the world their characters are adventuring in;

Multiple Branches built around the same map; depending on player choice
Time Based developments change the world based on the players actions
With an RPG the potential for a constant stream of DLC; with new quests, dialogs, spells, feats, monsters and encounter maps is endless. With the right tools it may even be easier to build the DLC than it is to build DLC for LH.
There have been quite a few hints that an Elemental IP based RPG is in the works.
The weakest point of any Stardock game I have seen so far was the story, atmosphere and lore. I don't think it's a good foundation for a solid RPG. I enjoyed Galciv 2 as a strategy, but the lore was totally forgettable. Same goes for the Elemental franchise.
A well designed RPG can really bring the player into the story, atmosphere and lore of the game, much more than can a 4X game. Why? The PC have more interactions with their environment. NPCs can expand on the lore and act in accordance with the lore in a more visible manor.
The distrust that exists between Tarth and Capitar can be easily reflected in the game with Tarthian NPCs talking disparaging of Carrodusians PCs, and Carrodusians less helpful to a group of Tarthian PC adventurers.
Likewise casual conversations, news and rumors can highlight the lore of Tarth and its Queen; Queen believes her farther was murdered? By whom, some think that it was assasins from Carrodosia. Likewise Tarthians are more likely to be armed with a longbow. In my view, it will depend on the Quests, encounter areas and the party options available for PCs.
Perhaps, the starting PC party can be one of 2 kingdoms; Tarth or Capitar - the two Kingdoms with a known bad feelings between the two; as the people of Tarth revolted against their rulers in Capitar. This would make it easier to script NPC responses that bring the lore to the forefront.
Perhaps PC choices would include:
Race: Human
Kingdom: Tarth or Capitar
Class: Warrior, Mage (Necomancer), Assassin, Thief, Cleric (Healer), etc. ( I know that Elemental does not have a cleric profession; however, this class would open a lot of tactical and rpg options in the game's design)
with options to customize the character based on weapon skills/skills/feats. Gain a level as a Warrior and choose a skill in a new weapon or increase your skill with an existing weapon or another skills (Sword Master, Dodger, Faster Reaction, etc.) or class. Gain a level as a mage and select 2 news spells or a new magic feat (i.e. Speed Bonus, +10% damage, new magic school, etc) or another skill or class. Like D&D/Might & Magic
Lore
A Tarthian party meeting NPCS from Capitar would tend to get an unfavorable response, likewise PCs from Capitar interacting with Tarth NPCs would get an unfavorable response (as Tarth rebelled from Capitar). The Tarth PCs could improve the Capitar response towards them by completing a quest for Lord Carrodous of Capitar.

The above quest illustrates how game play could change based on the PCs selected Kingdom background. The PCs may be the defender or the attacker. Both results would utilize the same encounter area map.
I still think Elemental lore/series would make a better RTS than TBS, but an RPG would work also.

In Pillars of Obsidian I noticed that a priests actions can affect their powers;
"When players make a priest character, they select a deity. Each choice highlights two types of behavior that are celebrated and two types of behavior that are condemned. For priests played as the main character, their Holy Radiance power will shift based on their behavior. Reinforcing their deity's preferred behavior will gradually increase their power, while playing against type will cause a small diminishment in their power. These changes are not dramatic, but reflect a measure of dissonance between the character's stated faith and how they choose to conduct themselves"
Example: If you worships Deity 1 and this is a deity of benevolence and honesty, if you actions are against this preferred behavior the spell effects of your priest would be reduced. This really immerses the player in the background of their chosen deity and the lore of the world.
In a Stardock game I could see that this could eventually result in a priest/cleric becoming fallen and losing all of his divine powers. This would really draw the player into the background of the game, especially if such a fallen was highlighted by how priests of the same faith react to him as a fallen (exiled priest), and priests of opposing faiths try to recruit him.
Likewise such a mechanic for kingdoms and empires could affect NPC reactions with a party.
PCs whose actions are favorable to Tarth = Receive Quests from Tarth
PCs whose actions harm the interests of Tarth = Quests of Lesser Importance or no quests from Tarth nobles
A player's actions would influence which quests that they would receive and thus draw them into the story.
Star dock makes RPGs its elental why are you not bugging them to do this I don't understand. i guess that what they do in a RPG you can call tactics.
