Yes, mine stopped working, just noticed it not working today. And same, tried remapping it; console's just not coming up
Figured it out, despite the fact that the input menu gives you the option to assign a key to the console, you still have to add a launch property of -cheat before the console will work.
For steam, that means right click on it in your library, go to properties, then set launch properties and type in the following line:
-cheat

Ok Here is how to enable the Command Console go the camand computer c drive, programs(86), steam ,steam apps common , galciv 3 find galciv 3.exe creat a link to the destop right click on link click roperties on command line just type a space then CHEAT. click save ok then start a game at main screen hit the `~ key and command away 1.

I just tried to use the console to upload some ship designs I made. You really have to use -cheat in the Steam properties to get it work.
Funny side effect: I unlocked several steam achievements when using "unlock", which I didn't intend.
So I tried the steam right click add -cheat `cheat ~cheat nothing ever happened... then I tried creating a shortcut from c: steam steam app ~~~ I got target start in shortcut key run and comment... not sure which one is the command line.
Basically I just want to add money. So maybe some fancy menu doesnt come up or a sound and it may be active already how do I add money?

I got to thinking about something recently. Would it be possible to add planets to an active game via a console command? We all ready have a console command to place resources, and the game does actually have features that cause planets to spontaneously appear in an active game, so would it be possible for the player to add planets through the console, given that the game engine supports spontaneous planet generation?
