I have noticed that the random plasma storm effect does not appear to work correctly with hangar defenses as when the storm hits, strikecraft owned by said hangars that are already launched do not dock automatically, and can continue firing and accepting orders. You can indeed order them to dock manually, but you cannot launch them again as the docking button on the hangar defense is disabled (additionally, any craft that are built while the storm is at the planet also do not launch). All other units, including starbases, appear to be affected correctly by the storm and have their strikecraft dock automatically.
Interesting bug, good catch, hopefully this gets fixed in an update in the near future.
Actually, I noticed that too. However I never use hanger defenses, they cost to many logistics points and barely supply adequate defense when I could be spending it on planetary shields, space mines, super weapons or repair stations for my titan when it requires it. Then again I suppose hanger defenses has it advantage, I just wish they carried an extra fighter or two, since they are devoted to manufacturing and docking fighters.
I can confirm this, and it's not unique to the plasma storm. It seems hangar defenses are completely immune to the "DisableFighterLaunch" debuff, even if it is applied by other means, though the plasma storm random event is the only way possible in vanilla and hence why it hasn't been noticed until now.
Could just make the random plasma storm insta-kill any strike craft for an elegant solution >=D
