In the Fallen Enchantress scenario on the 3rd map (the one after you free the Oracle), your starting city "Kilford" has 0 Material, 0 Grain and 0 Essence.
This means that you cannot build, cannot increase your mana regeneration and cannot train troops.
Is this intentional? It really doesn't make sense in the flow of the scenario as it isn't explained why it would be that way.
Also it's kind of breaking gameplay.
Much of the scenario cities are just used for script triggers. I honestly don't remember if this 3rd scenario operates this way.
On the first two maps you have one city that belongs to you and they're normal with production, research etc.
The third map also has a city like that but with 0 yields. Doesn't really make sense, gameplay or lore wise.
Yeah Kilford was like that to me too, It confused me greatly and So I spent maybe 3k gold buying the improvements trying to fix the problem but couldn't
I saw this too, but being new to the game I assumed it was intended, representing the devastation of the world in that scenario. As an easy workaround, all you have to do is bring enough gold to rush buy a ZOC upgrade and the nearby gold mines to stabilize your economy. You really don't need a city at that point, as your forces should be more than adequate.
