The game Company of Heroes 2 will be released on Tues. next week. Its currently in open beta. Up until yesterday, they were gracious allowing for -dev mode, allowing mod communities to work on mods pre-release. Yesterday a patch (intentional or not) blocked the privilege.
So, I am wondering, would this be a move by Relic to deny modding? Or is it more akin to release, or an accident?
With the success of mods for their previous game, coh 1, what would possess a company to block access?

Stardock are professionals, they're not going to speculate about details regarding another company's imminent release to the public.
I agree, its more of an opinion, as in, would Stardock ever do something like this to their loyal fan base?

Not at all, just their input on the decision. I think I may have worded the question wrong. It was a generalization on the concept of blocking modding access.
I did think about this, and Brad's bill of rights for gamers answered it. The right of the consumer to use the software to change or improve upon the concept outside violating the IP is their right.
You are obviously looking for gunpowder to use against the devs, so I'll try to frame this as politely as possible. The Gamer's bill of rights does not include anything about mods (I don't know where you are getting that line from) and neither Sega nor Relic have signed it anyway.
The answer is simple. Stardock wouldn't do this. It makes no sense, because the games Stardock have made, or published all have had modding in mind. In a hypothetical situation. If they did allow modding in a beta. They would explain in great detail "Why" they allowed it, and "Why" they stopped allowing it. It more than likely would be for very good reasons. It seems one is looking to bait for malicious intent. Where Stardock has proven to be anything BUT malicious.
IMO nobody should consider making any mods until after the game is released, because who knows what, or how much the game will change between beta, and the actual release. Therefore Relic would be correct in blocking access to modding. They obviously allowed it to show the modding features of CoH2, but now need it closed so that they can work on finishing the final product. TBH Relic was VERY gracious to allow, and support modding in beta before the game was finished. They did not have to do that.
