As the title says, please make new champions spawn near the capital, not near the sovereign. The first thing I do when a new champion joins me is send him/her back to the capital. This is because of the XP split mechanic: It does not make sense to group champions together. At the capitol, I will wait to build a new army before sending the champion adventuring.
Making new champions spawn at the capitol instead of next to the sovereign is a good idea because:
(1) It will help new players. When new champions spawn near the sovereign, it is easy for the player to believe that we are meant to group our champions together. This is certainly what I did when I started playing LH and was not aware of the XP slip. Whereas if new champions were to spawn near the capitol, it would be intuitive to send them on their own adventure and give them their own group of soldiers as is intended.
(2) In the new system, recruiting champions is supposed to be linked to the progress of our civilization, not just our sovereign. Given this emphasis it makes sense for new champions to emerge at the center of our civilization.
(3) Sending champions back to the capitol introduces some needless micromanagement. The journey home can be quite perilous, so one needs to move the new champions very carefully.
(4) This would also fix the problem in the scenario where spawning a new hero while your sovereign is on a boat leaves the hero in the water, unable to move. (Publius of NIV, for further details see (https://forums.elementalgame.com/444176/page/1/)

+1; if I don't steal a spell trait from a new hero, he's heading back to the Homeland to grab some buddies.

I think capital would be best, but anything that at least gets them inside your borders would be better.
Agreed. First time I got a new hero in LH I actually had trouble finding him because I thought he'd be at the capital. And grouping with sov isn't a good idea, you need units to stack with the new hero.
Worst case scenario: peaking a fame barrier when you're in a swamp chased by angry trolls and a pack of insert X here (wolves, air shrills, earth spawns w/e). And you get the poor guy or gal, on terrain penalty, you can't bring em in your army coz ranks are full and you wouldn't trade a seasoned troop for a hero (he came free, cause you're so famous, but for other one you had to pay gildar and crystals and metal and wargs!). So unless terrible lucky, he's dead meat, guaranteed a combat wound just for deciding to join you! (I can understand this is the normal for Oracle Ceresa recruitment process, but when I play Kingdom I really feel bad for them - Queen Procipinee am delighted to serve your majesty! I will never understand how a high level hero can't swim
Actually, it makes perfect sense since most people couldn't swim if you go back ~200 years in history and beyond. Heck, even sailors commonly drowned when they fell overboard - it was simply not a skill people learned (other than the odd noble or the lower class fishermen).
Spawning near capital would be better than spawning near souvereign, but I think they should not spawn at all.
Instead we should be able to hire one for fame (that we could save up) out of a wider pool of availiable champions than just the two that get randomly availiable.
Even better, make the "Adventurers guild" a cheap and early game building and make it add another "shop" to the city, namely the "Adventurers guild" where famous souvereigns can attract heroes, the more fame the better.
This would also solve the problems of being "rewarded" with "just another city unrest reducer" now and then. Instead we could invest in more commanders with corresponding traits when there is need for them, one or two road builders and whenever we could use another champion to lead an army, we would just save up fame and get a good warrior/assasin/defender.
Spawning newly recruited Champions next to the Capital city makes perfect sense.

I actually like the hero spawning near my sovereign for one reason only: the two can trade gear immediately.
But there are more cons than pros to this setup, so I officially +1 the OP's suggestion.
I agree, heroes should spawn in the capital. It regards to mqpiffle's concern, I would really like it if you could store equipment in your city (even better if all cities could then access it the next turn).
Could even go one step futher and introduce MoM's concept of a 'Summoning Circle' into the game. Include a spell that relocates it if desired, and you now have any city as the desired location to output summoned creatures and hired heros.
