I'm not here to beat this dead horse any more, and I think everybody is aware that I have been championing adding an upgrade slot for the SB. The reason I am making this thread is to give a clear presentation of the advantages of this idea and to provide an implementation strategy.

So, maybe one of the reasons the devs haven't implemented this idea is because there are no upgrade slots left on the screen (for whatever reason, I don't see many items that use the "F" hotkey slot). Well, I have a solution to that too. As you may or may not know, VR lost the Enslaved Labor tech, which I disagree with by the way, but I digress. Fitting into losing the Enslaved Labor tech, I suggest replacing the Colony Pod upgrade slot with Phase Space Engine upgrade slot.
Zombie I don't agree with you that orky phase node would be enough of a nerf to balance them. Build 4 kosutras and you are right where you started. And compared to SB kosutra is very cheap option. 4 can be build for the price of 2 fully upgraded star bases.
If only this nerf is implemented vasari will just turtle a bit behind star bases and once kosutras are up same sb that were used for turtling will be used for offence. Problem stays the same it is just delayed a bit....
To have 4 kosturas they would need to control 16 planets.
This would also prevent front liners or players that can't sustain 16 labs from pulling off that tactic.
Vasari has always had the advantage if their allowed to grow large enough and then turtle down until they get their long range attack up given it's so slow to retreat forces.
I'm still of the opinion a limit needs to be placed on when and where a Orkulus can jump before any sense of balance can come into play. The current system of debuffing the star base but allowing unlimited jumping just seems to unbalanced to me no matter what form it takes.
Greg zombies balance idea is very good and as i have always said in a competitive game people even in eco spots don't have the economics or feed allowance that can be spent on 4 Kosutras, starbases and upgrades. It just hurts the team mates so i think you are only singling out ai games. Besides Kosutras are a completely different research tree from starbase mobilization.
Zombies Phase node/stabilizor idea nerfs the starbases offensive,defensive idea and forces a rebel vasari to use the cap they use the least and actually network there worlds with phase stabilizors.
This bring out a new level of strategy where sniping an Antoraks and phase stabilizers becomes a very important strategy.
4 kosturas should be strong.
logistics free fleet however, shouldn't happen in this game.
