So as VR you can have like ten titans we will just call em starbases. Just one of these players ruins a game. Cool. Same old story from the original sins. Game balance issues.
if you jump an orky into grav well with another orky, one gets disabled. I think the jumping orky is bullshit.
At this point, you can't jump an Orky into a well in which another already resides. That was changed.
Jumping starbases is a game breaker. Mainly because once its able to jump its a ship not an sb. A ship which costs no fleet cap. you can pay to upgrade rather than have to fight it. Crap. In an ffa today I killed 16 VR sb's 9 of which were fully upgraded. It was like fighting titans only with a titan to back it up. Could never come off the defense because I'd kill one and low and behold another would follow it in. Another issue is there is no true counter for the vassari sb. It over takes the counters and it takes too many bombers to make it a true counter.
Just don't play with them.

It is a cool feature though, it just needs rebalancing.
The most urgent problem is that there is no punishment for making it phase jump capable. So its has all offensive and defensive upgrades at maximum, making it basically an Ankylon with the firepower of a Ragnarov. Making it an expensive and slot consuming upgrade as well as lowering it phase jump speed and it is going to be a lot more reasonable.Fleet supply has also been suggested although I do not like that idea.
Which now sorta stinks because you can't play random. I *wish* IC would simply change the modifier to StarBasesCanHyperspaceWithPhaseNode or StarBasesCanHyperspaceFriendlyOrNeutralSystems. I favor StarBasesCanHyperspaceWithPhaseNode because it requires additional setup by the Vasari player to pull off and is still extremely powerful once it's acquired.
Essentially the phase node approach would still allow you to attack with starbases, but would require kosturas or a level 6 Antarak or phase gate to perform the jump. The main gameplay mechanic here is a retreating fleet doesn't have to worry about be destabilization and being attacked by the same starbase as it jumps to your world.
Now you may argue this doesn't make any sense, why can it only phase jump to certain systems? Well, it's called balancing and there are lots of other things in the game that fall in that category. You can't phase jump across stars with phase gates or phase nodes from kosturas for example. You can only build one starbase in a gravity well, though you can have up to ten or more now if every faction built one on a planet.
The key to me is a fleet should be able to flee from the starbase without immediate fear that it will not only destabilize it's hull and am but will also immediately jump in after and finish the job.
The only constructive thing i could say is:

Let's have a face off between the TEC loyalists and the VR, a 5v5. The TEC all research twin starbases, and pick a star to deploy at. Then they all build 5 starbases at the star, and fully upgrade them. Then you have 25 fully upgraded starbases. Then the VR all jump in the fully upgraded starbases they built, and you have Starbasepocalypse.
Just out of curiosity, would that even be possible? Does the starbase limit apply to everyone (i.e. 4 starbases at a star total, regardless of player) or to individual people (everyone can put 4 starbases at a star)
Everyone can put them i believe, same way that multiple people can put starbases on the same planet to boost trade and defenses.
Make jumping SBs to cost upgrade slots and fleet, cap supply. 1/8 upgrade = 75 fleet and 1 cap supply, allows you to move only in friendly gravity wells. 2/8 upgrade = 150 fleet and 2 cap supply, allows you to move anywhere. It gimps jumping SBs survivability and firepower and takes away eco player spamming 10 Sb at once with 1st fleet upgrade.
Basically you will end up 6/8 combat upgraded all around SB, 7/8 around friendly grav well SB and 8/8 grav well based full defensive SB. All around SBs will have weakest combat capabilities following around friendly wells and strongest SB is grav well based as it will have 8/8 survivability and fire power upgrade slots.
Then a group of people should test my idea for lulz. And, come to think of it, they should all bring titans as well. I'd pay money to see the replay.

Someone should secretly put that into a mod. If there's more than x fleet supply of ships in a single gravity well, Chuck Norris should just come in and roundhouse kick ships to death until the amount of fleet supply in the well is less than the Norris Level. That way, Chuck Norris will be able to retain his Throne of Awesomeness.
