this pic is a PreQuel to your idea

The Vasari Evacuation

The story behind it is that this planet use to be in TEC ownership, (because sins rebellion is happening in TEC space) when vasari conquered the added some of their own stuff, but did not completely destroy all TEC structures on the planet! 

and now is the time for them to move on!
