Playing the beta I noticed that outposts are a bit dull, yes they help you reach certain resources, but other than that they don't really add anything else to the game, they don't block enemy movements, they don't have maintenance costs (at least i think so )etc etc..
what if they worked somehow similiar to Galactic Civilization starbases? perhaps you could decide to build military outposts, trade outposts, and so on, for example you could start with a basic military outpost that gives a +5% defense to troops stationed there, then with level 2 (reached using pioneers and the available tech) you could have an outpost that gives you +10% defense on that tile and a +5% on adjacent tiles and so on (each level may have a higher cost to mantain, and they may be limited by the number cities in your empire, techs or both); the same for trade outpost, they may give you +0,1 | +0,05 gildars per resource to a maximum of +0.2 then for each level you will have a 2x, level one: 0,2, level two: 0.4, level three: 0.8 and so on until you reach a level cap.
I don't know if this is the right subforum to post about it or if somebody already wrote something similiar, if i did a mistake sorry (also if the english is bad)
I personally like this idea, it is much better than the forts of Civ, which could not be upgraded.
If my outpost/fort is in a key mountain pass, I want to fortify it till it looks like freaking Wall of China.
Besides, the whole point of how starbases worked would work even better here, in GalCiv you could happily go around them, as it was empty space, now they are chockepoints.

Also if you have troops fighting in side the zone of control of an outpost then the owner of the outpost should get a one time ranged attack from the outpost that would catapult a large boulder at a group of enemy troops
Cool idea. Maybe force the upgrade down a particular path: money (trading), defense (fortress), resources (mining camp), etc.
... I tried galciv for a little, and did not like they're star-bases at all, they seemed... Dull at best, and huge resources were spent to use this weird mechanic that had little explanation.
If they choose to pick this mechanic up I hope they polish it... alot...

if used right they could have changed the outcome of a war, especially on smaller maps where the enemy had to deal with them
I like the idea, especially with the ability to add trading posts, etc. Perhaps also having it depend on the local region would be nice too.
I.e. If near water, can be upgraded with fisheries, if near grassland, can be upgraded with ranches, and if near a road, it can be a trading post.
Further, I'd prefer if the outpost is to be upgraded, when the enemy attacks them successfully, they'd simply switch sides, rather than disappear.
This not only makes more sense logically, but also make it far less annoying as the AI tends to backdoor a LOT!
However, with the upgrades, a limited number of outposts will definitely be needed to be set, (distances between other outposts)
Capturing outposts is fine, as long as you can raze them, and I hope the AI will take advantage of this.Also I can't say I am a fan of a system telling me where I can set my outposts, that would be hugely annoying.
A distance limit would be far less restrictive than what the Cities force you with. A limit is a kind of necessity for any kind of outpost that have a stackable effect.
