Ive copied the xml into the mods folder and set <EnableDynasties>1</EnableDynasties>. It does indeed allow you to marry. There is even a cut scene already in place, which suggests it is something they will be adding full features for.
*jumps up and down excitedly* Ohh I was so hoping they would! =D
Would be cool if they allowed this as an option in advanced options (creation).
this is because dynasties were in E;WOM and this is built off of E:WOM
But did children ever get old in WoM?

So I copied the xml over to the mod folder, and I changed it from 0 to 1.
I was able to marry, but after more than 300 turn I still have no heir? Shoud this value be changed -

That is saying that, in the equation, there is only a 10% chance she will give birth, how ever often the equation calculates.
Other things of note:
<Dynasty_TurnAgeGrown>100</Dynasty_TurnAgeGrown> Before your kids can do anything
<Dynasty_MinTurnsBetweenChildren>20</Dynasty_MinTurnsBetweenChildren> Before she can have another
<Dynasty_MinTurnsUntilMarriage>50</Dynasty_MinTurnsUntilMarriage> Before kids can marry to another faction
<Dynasty_ChanceToChangeAllegiance>0.67</Dynasty_ChanceToChangeAllegiance> The chance yours or AI kids will defect
Seems interesting. I hope they bring Dynasties back, but this may just be a left over from WoM.
