Sorry on the delay getting my turn in. I live in Hawaii, so I'm on a slightly different time schedule than the rest of you. I'm still at work now, but I should have my turn in about four or five hours from now, once I get home. I'll also be able to respond to various diplomatic envoys and the rampant speculation about our great leader Joe that's been circulating around the astral current. As for dragonfly burgers, make them extra crispy, with a side of charcoal chips, please, and a lava-beer float if you got it.
Also, it's "Abysia" with one S. Unless you're C'tis, in which case we understand why your lizardly tongues make the proper spelling impossible.
No problem on getting in turns. Everyone is on their own schedule, no need to even reply if people question it, not that I took it as a complaint

Breaking News: Confused C'thisian diplomat accuses Arcosesphale of sponsering independent news service "the Astral Current". The C'thisian was overheard proclaiming it was all a machiavellian conspiracy to forment feelings of war between the leading military powers of the world. The same diplomat was also heard shouting earlier that the eating habits of the Niefelheim Giants are nothing less than "disgusting" prompting outrage from nearby Niefelheimi tourists and diplomats.
Philosphers are still discussing whether or not this constitutes a diplomatic insult to both Niefelheim as well as Arcosespahle and whether or not it provides a casus belli for war. Officials were quick to point out that no authentic diplomatic messages have come from the lizardlings in an effort to diffuse tensions between the three nations.
In a profoundly considerate gesture Arcosesphale has provided a mental health and detoxification facility to aid the diplomat in a speedy recovery and hopes to welcome him once more when he returns to his senses.
Next up on the Astral Current: C'this, a people with a rich and outgoing culture or simply lizards run amok? Philospher Anarius takes the stand and pleads for common sense to return to the world. Should nearby nations seek a partnership with the lizardlings or would a containment alliance with other states be the better choice to stop their expansionist policies? The pro C'thisian trade lobby was quick to point out that trading with Ulm or Abysia would likley yield far less as these nations suffer from bouts of horrendous poverty. What should Arcosesphale and other worried nations do? You be the judge!
In other News: The death gem connection, Sceptic Narina Herodes investigates the alleged use of the forbidden narcotic "grinded death gems" by several prominent figures including the confused C'thisian diplomat that recently started spouting conspiracy theories while enjoying beverages in a luxurious establishment overlooking mount Lykon. Users of the forbidden narcotic have been known to become extremely paranoid and occasionally violent leading some to ask: "Should there be a global ban on trading death gems?" and "Is this why the world has gone to hell recently?".

question: what does experience do for leaders, and for troops? I note some are accumulating stars, etc.
Two castles of same nation are one province apart, separated by a conquered province. Do both castles collect taxes/resources from the province right between them, do both castles collect the full amount (double dip - so to speak), or is it split between them?

Experience gives a +1 bonus to atk, def, prec, and morale (as well as research for mages), if I understand correctly.
I am doing this from memory, so there could be errors in actual numbers, but I am sure I have the basic idea right.
The resource value that you see on a province is only what it is using. A province only uses 50% of its resource potential. A castle pulls resources based on its admin value. If you have two castles around a province, they will both pull resources according to their resource value, if sufficient resources are available. It is possible to pull enough resources from a province that you have no resources left in that province for recruiting, because they are all going to surrounding of forts.
Example: Province displays resources of 25. That means that provinces has 25 of 50 resources available for recruiting. The other 25 are available for castles. If you have one castle next to it with an admin of 20, that castle will pull 20 resources. The displayed value will remain unchanged. If you add a second castle with an admin of 20, it would also pull 20 resources. The resources available for recruiting in the province would then be reduced to 10, because the two castles would be pulling 40 resources.
Actually just looked at the turn list and all are in now but Niefelheim,so another turn will generate once that player turn is sent in. Then we are on hiatus until Sunday.
I now see three of my neighbors and have a fair idea of where 2 more are at.
On a side note speaking for Dom3 mechanics:
hypothetically if you capture a province that can recruit Hvy Cav....but the resources produced "each turn" are not enough to buy the Hvy Cav do you purchase it and then just allow for multiple turns to create it?
Yes you would have to wait for the resources to accumulate over multiple turns. This is truly not worth it for heavy cav, you're better off buying the commander unit if there is one. But, generally, HC is pretty crap actually. Ideally you have better options via summons or your national units. Though there's nothing wrong with having a group to use as flankers in combat. Just they are expensive for what you get, but sometimes they are the best choice still.

I have been expanding aggressively, yes, but not at the expense of anyone else. If anything it has been at the expense of my empire's infrastructure, but I won't go into details on that. In any case, neither Arcoscephale or Abysia has any reason to complain about me. I think I have been quite accommodating with both of my neighbours.
In Arcoscephale's case, I could very easily have pressed on after our initial unintended skirmish (IIRC, I lost 5 out of 70 troops, while he lost 45 out of 50) and taken his capital early, but decided I didn't want to be that type of player, especially in a newbie game. We negotiated equitable borders, an NAP-3 and there have been no problems since. Well, other than what passes for Arcoscephale tabloid journalism, but I don't think anyone is taking that too seriously.
Baring any other kind of journalism I'm not sure that I can not take it seriously

All of us must stand together on preventing any more groundless paranoia and violence because of these narcotics. Countless sentient lives may be affected as was demonstrated by the recent incident involving the junior C'thisian diplomat to Arcosesphale who suddenly began spouting conspiracy theories and insulting the eating habits of Niefelheimi Giants. It all just goes to show that you never know who is sniffing gems...
Therefore we deem a ban on trading death gem dust desirable and we are even open to hearing arguments for banning the death gem trade althogether.
Will you, the great leaders of this world step up and protect your subjects by jointly banning this vile substance? (Or more shockingly: are there any nations in which this drug abuse reaches to the very top? )

An interesting proposal.
Ulm would like to make the following offer. Our smiths being well versed in the safe handling and conversion of gems of all natures are willing to accept all banned death gems into their safe keeping.
So send these dangerous gems to Ulm, a special safe has already been forged from pure earth, fire, and nature gems to contain them. All will be well, safely housed, and destroyed.
Ulm pledges to do their best to stop death gem abuse, already our own small stash of the dangerous materials have been segregated from general gem stores and placed under 24h watch.
That could be discussed however the motion on the table does not ban possessing death gems, it only bans death gem dust. This vile substance is obtained by meticulously grinding death gems down to... well dust.
Not to mention the process by which death gems for this form of consumption are usually produced...
Are you in favor of banning this substance? You could submit a motion to ban the trade in death gems besides banning it as a grinded substance.
If Ulms suggestion is accepted then there is no need to actually ban the dust, as it will be unobtainable anyway. In any case, our research smiths have shown that mere physical contact with the gems is enough to obtain what is being referred to as a 'surface high' [Internal Report TH: D3gemr5.4], and banning the dust does not take the matter far enough.
No, segregation of the gems is what is called for here, and only the nation with the most experience in dealing with gems generally should be the nation to house these dangers while research continues. Nations refusing the safe housing of their death gem stocks should be regarded with at least suspicion, that they are a nation soon to be over run by mindless dust huffing zombies. Negotiations with these nations needs to be carefully considered, as the sanity of their envoys would be in question.
Ulm will provide detailed reports of the condition, number, and storage of all death gems until such a time as they can be safely processed into non-dangerous material.

This is Ulms position as well. But we need skilled smiths to destroy them, and we need verification. Ulm is willing to allow any cold tolerant nation to send observers to the destruction site. We all know this process is much safer in cold climates. Too much heat and the gems can become unstable, much as the envoys of the heat loving nations have been, lately. Coincidence? To this point there is no hard data suggesting that nations with heat scales have already fallen prone to the influence of death dust, but we're sure the Asstral Current has investigative reporters on the story already.
Without delay, send your gems to Ulm, it's the only way to be sure!
I brought this up to the C'Tissian Council of Twelve. Unfortunately, eleven of the councilors were too stoned on death gem dust to be of much use. The twelfth councilor, Ophidian XII, however, is a constitutional law expert and had much to say on the matter. He suggested that in fact such a decision would not be binding, since, as everyone knows, C'Tis is an independent nation and not party to any "one world government". He furthermore suggested that attempts by other putatively independent nations to force C'Tis to submit to such laws might be considered an act of war, or, at the very least, a violation of signed treaties of non-aggression. When I pressed him further on the matter he reclined on his divan, snorted a huge bowl of death gem dust and told me to come back later. Also asked me to send him some nacho chips with salsa. Not sure what that was about.
The participating nations including Arcosesphale deeply regret the C'thissian councils decision not to participate in this treaty and is unsure how the impression arose that this motion came from the former pantokrator in the form of a law. One anonymous philosopher has suggested that the right honourable councilor in question may have been feeling paranoid as a result of previous death gem dust exposure.
As a good and honourable treaty partner in other matters Arcosesphale highly reccomends it's detoxification facitlities for returning your council to a stable functioning state. Previous results with a lizardling currently wishing to remain anonymous after a recent incident in the media are on the whole rather positive. There is a minor temporary side effect that causes wild moodswings for a period of several days but that was all.

The Eagle Kings, who exist above this world, by necessity must also place themselves beyond the wants and desires of the lower castes. They simply cannot police the comings and goings of peasant orifices. They are deeply concerned, however, to learn that gems exist outside of the lab.
Is it possible that not only the peasants serving the eagle kings are at risk but also their warriors, mages and perhaps even priests? Evidence shows that death gem dust addiction affects all sentient beings especially magical ones such as the beautifull people of Caelum.
Can you not be persuaded to take a stand against this terrible substance, as an example for other nations of restraint and willpower?
