After growing tired of the Vasari voices sounding like a desperate Imperial Guard commandant with laryngitis, I did a little alterations to the formant pitch and spectra smoothing to make them sound down right demonic. Now the Vasari have voices that sound like they were ripped from the legions of hell itself. Enjoy their new intimidating demeanor and strike fear into your foes!(This mod is fully compatible with all versions, expansions, and other mods.)

Haha, sweet. I've always hated the Vasari music more than the voices, but this is also an improvement. Of course diplomacy players will have to live with the regular sounded envoy and pact announcements.
Also including the original sound files to uninstall is unnecessary, you can just delete the folder or disable the mod.
Lol--finally. I was about to do some Klingon phrases with a voice modulator just to stop from scratching my eyes out. I do chuckle every time I hear, "I've got a present for you" and whenver I hear, "Time is running out" I always hear Riff Raff and Medusa answer, "...but not for very much longer!".
Oh let's do the time warp again. I'll go check this out now.
Hehe--I seriously toyed with an Invader Zim set of voices for the Vasari.
Hmm... I personally don't like the flattening effect of using a pitch reduction without compensating for it in some way, such as dynamics processing or EQ. I think this was a pretty simple batch process, though(?) - if you wanted to min-max you'd have to set up a specific batch for each averaging pitch set. That said, when I do my demon voices for Black Sun, they'll be done entirely from scratch. I like the idea, though - the Vasari's diction bothers me more than the actual voices themselves.
Here, I'll throw this into the mix. I'll probably redo the entire thing from the ground up in the future, but if someone here is toying with the idea of demonic voices and wants something to go with the pack, perhaps it will be useful for you.

Here, have this too. Though the recording itself was kind of terrible.

If you want email me the diplomacy files and I'll convert them as well and put them in the mod. (I never bothered buying the diplomacy expansion given I do MP games 90% of the time making it somewhat useless to me.)
In my readme file I included instructions on how to overwrite the core game files themselves with the new voices (letting it be "always on" and people won't need to mess around integrating it into other mods they like.)
The uninstall files were to make it easier for people who go this route to re-overwrite the modded files with the originals without having to first fuss with making a back up copy of the sound directory (which is around 265mb) or reinstalling the game.
Indeed, I'll be the first to admit this is a "quick'n dirty" voice mod I spent about an hour or so on. If I had a decent audio morphing program I'd be happy to put more effort into making a higher quality version. Unfortunately the free/cheap programs are pretty limited/lousy in their capability and I don't have the $90-$300+ to dump into Adobe Audition any time in the foreseeable future.
I use Audition. It's a wonderful program indeed. If you really want to get serious about audio editing I really can't recommend any better.
However, do make note that older versions (I use 1.5) are just as good as the newest versions in most instances. The only instance in which 3.0 offers me anything over 1.5 is the two additional methods of viewing spectral waveforms, but I don't use those often enough for it to make a real difference. Thus, if it's easier for you to get version 1.5, that would serve you just as well as any of the newer/more expensive variants.
