Let's say someone spent months getting the paper, ink and plates "just right." Hundreds of man hours invested just on the engraving. I don't think the treasury department would think it is ok for that person to print their own money based on the amount of effort expended.
Reproducing works of art on display in the Louvre to sell as your own work, design or concept is still forgery, even if you buy all your own paint and canvas and do all the painting yourself.
Saying "other people do it too" won't keep you out of jail in either case.
Saying "other people steal my work all the time" won't keep Jafo off his ass either. ( A fate that may actually be worse than jail.)
