Where can I get Imperialism II?

I've checked all of the digital download services (Steam, Impulse, Direct2Drive, GamersGate, GoG) but none sell Imperialism II.  It is also not offered for free on Abandonia.  Does anyone know where I can get access to digital downloads of this game?  I don't understand why it is so hard to acquire.  Help.
