There you go....a simple permission given to me by Matt [Tiggz] way back in 2003 with regards to an old WinAMP skin I did which used the graphics [by Tiggz] for GT2 .... one of the 'better' Windowblind skins [ever].
This one is not complicated/difficult as we [both] are members of Wincustomize.com and "everyone" knows us both.
However....
Many times you [the skinner] will source your graphics/inspiration/whatever from outside wherethe original author may be unknown [to us here] so it is IMPERATIVE that verifiable permission is documented and included with any subsequent upload.
The reason for including the permission WITH the file is that subsequent downloaders receive a copy of the permission.txt so potential subsequent re-use or redistribution issues are more likely to be able to be resolved.
The ideal method of verification is via email/s [including addresses - assuming parties are OK with that], and the reason for 'verifiable' documentation is to remove all doubt of impropriety on the part of the uploader.
The text file above was just the first I dug up. I'll see if I have a more "appropriate" one for inclusion as an example.

Hi Jafo, I'd like to know how does that apply to wallpapers and using a flame and tweaking it enough to make it your own image when rendering fractals? I always post a link to the page of the flame in question, out of respect for the artist whether or not he or she asks for it. Do I have to include anything in my zip files. All my works are copyrighted.
Any/all uses of other's work depends on the copyright restrictions imposed by the copyright holder/owner. Sometimes there will be a statement with the source saying 'free to use/whatever', but often there will be 'free for PERSONAL use' which by definition does not include re-upload in original/altered form for others to access.
When sourcing material to make use of the very first thing you need to do [after saying..."that's cool...just what I was looking for" is...."am I allowed to use it for what I want to do?".
The BEST person [only person, really] to ask is the owner of the item.
He/she will say yes or no as is appropriate....
Ok what do I need to upload custom skins for use with StarDock's objectdock on this website? I have made some nice skins and a few that are more girly or for lesbians.
*Note above picture has a wallpaper in background I do not know if it is royalty free or not nor will it be featured in any skinpackage.
I designed my own transparent dock background as you can see.
So what do I need to add mine into the collection on the site?
katiemarienelson71730 ... first thing you need is to check with the sources of any/all images you have used as to their inherent usage limitations relating to Copyright/distribution rights. If photographs, etc are your own [meaning taken by you on your camera] you need to indicate that. If they are not yours you will need to seek and obtain permission for their use.....and/or indicate their source with reference to 'free use/royalty free', etc.
ok I'm with you so far. Anything else that I need to know before I upload? I know not to upload anything that could make stardock or wincustomize liable. I took art classes in college after years of painting and drawing so I do know what royalty free art is and have tons of it.

I don't think that royalty free equates into permission to upload freely.
There's plenty of royalty free art out there that requires permission, link back, or both in order to upload and share.

anything you pull from those results you can use. Google Search has options as for copyrighted art, clipart and photos.
I very definitely would NOT use that 'search' option without locating the source and verifying directly. Too much 'free to use' content is actually STOLEN from elsewhere and uploaded/displayed on such a site by others who do NOT have permission to do so.
You NEED to find an image....locate its owner and verify the specific 'rights of redistribution'.
EG. 'free to use' does NOT always equate with 'free to distribute'...
