A certain banned slacker has stopped being lazy and got his Tarellian Plague ability working. There should be an update for the weekend.
Some quality of life compatibility fixes for compatibility with the current version of Sins, along with strings, audio, and visual tweaks done by Myfist0 and NewHorizons back when someone got lazy and stopped updating things. Expanded functions for the Maquis and Talarian neutrals, and the Tarellian Starship random event, are additions that slacker finally finished up and got in working order.
It's going to be a super nasty plague that spreads through trade and infects orbiting starships, but it has short circuits for the AI so you don't find your game going to pot when it lets the thing spread across the whole map. Players that get the infection going will have to work around it or eventually wipe themselves out.

Some questions about the Tarellian Plague:
1. Correct. It can indeed be a game over if ignored, provided you have trade vessels traveling everywhere in your empire, you will eventually eliminate yourself as a practical threat to the AI. The event is a disaster of epic proportions and an immediate quarantine of the affected planet is the only way to save your bacon.
2. Correct, so long as no trade vessels enter orbit, you have zero chance of spreading the infection. This means no throughput. Not just no trade stations in orbit.
3. Incorrect. The AI indeed cannot handle the function, and so there are AI only short circuits in the design that prevent them from being wiped out like a player would.
4. Correct. It's extremely slow moving. Any planet with substantial defenses should destroy it without intervention.
There should be a new update relatively soon, integrating the latest DLC.

Regarding 3: Does the AI get no penalties from it or does the AI wipe out the plague? What I am wondering is: what if I am trading with an AI and I see it get infected - will the trade ships spread it to me and only I suffer while the AI doesn't?
Latest DLC is Minor Factions, I thought that's already in SOA2 with the Neutral Factions. But it's two different features?
There is a remote chance of spread from an infected AI. Upon spread, it would impact you normally.
The AI has a get out of jail free card in that the setup doesn't cycle. The disease will progress normally on the infected planet, with small chances for the disease to spread to planets via trade ships that get infected as it grows, but the ship infections happen on the cycling of each stage. For the AI, those fire once, and only once. Infected trade ships might pass the disease on, but they're finite objects with a 900 second life after infection, and only a 5% transmission rate at each jump.
During implementation, I saw one to three planet infections in test runs to see how the AI would be impacted.
Minor factions are indeed different.
With the currently existing factions, you actually conquer them and take the planets, then you get the persistent starbase and can get access to features with tech upgrades.
Minor factions are instant acquisitions. Move an envoy into the well, and instantly gain the defensive position. They won't be coming in Tamarian and Son'a variants due to that ease. As such, they're generally less substantial threats. They'll give you some sort of useful tool, as well as a relatively cheap point of defense, with the low ceiling making it an ineffective bulwark in the late game compared to a fully maximized player owned planet.
Colonized Neutrals will be high end property that can yield a late game advantage by comparison.

Wow! It's been a minute hasn't it. I haven't touched Sins in almost 10 years modding wise. I still play the hell out of it though. I don't think my rig can even run the old tools needed to mod her now lol. I don't know really i haven't tried. Been busy with HW3, and a possible Sins II thing. Just experimenting at this point.
