If there are no unexplored spaces accessable without going through another kingdom's area and you turn on the Scout's Autoexplore the scout will attempt to enter the other kingdom's area and a popup box asks if you want to enter it and start a war. If you choose no it will ask again. I attempted to say No 100 times (You can't do anything buy choose yes or no) before I had to say yes to continue. A third option 'No and Turn off Auto Explore' would be great!

yeah, or just auto-explore shouldn't be able to start a war (no 3rd option)
Thats funny. I was talking to somebody else with the issue that it prompted for war randomly and wouldn't take no for an answer. Hadn't considered they might have a scout autoing into somebody's turf.
