So I started my first game, and everything ran smoothly (though I noticed the river in the ocean bug mentioned elsewhere) until I tried to start my second war. I moved my unit into their territory and got the "Do you want to declare war?" popup. I clicked yes. It popped up again. I repeated that for a few more times, then clicked no and it went away. I tried again the next turn with the same result.
I have no screenshot because the game wouldn't maximize again after alt+tabbing out to open something to capture the screen, not that a screenshot would show much.

I had encountered the same problem. The next turn I moved my unit and try again, the problem disappeared. Perhaps some kind of pathfinding issue ?
Yeah, same thing happens to me every so often. I generally move my unit somewhere else around the border and eventually it'll work fine.
Confirmed here as well. Repeatedly couldn't attack from the east without just getting the popup. Moved to south border, entered their territory and conquered their city just fine.
Judging by other replies, it probably would have gone away if I hadn't had the gall to ask the game to minimize. So go by them rather than me as far as the "continued next turn" thing goes.

I'm running into this problem, but it is not ever letting me declare war. I ended my turn and tried again, I walked all the way around the opponent's town and it still never let me break through.
I also ran into this problem. Tried twice on different turns to declar war, but just kept asking me the question. Hitting 'no' made it go away.
