The reason i wanted to start this thread, is simple. I see alot of OT posts that elude to the individual factions culture and political views and motives. I felt it was about time, the community as a whole had a foundation to base its ideas off of when it came to SoaSE Vasari Lore. Not just abunch of rambling opinions, but something logical that could dismiss alot of the ludicrous ideas behind the Vasari and their behavior.
My personal belief, is that 10,000 yrs ago. The Vasari, which very well has been around conquering planets LONG before 10,000 yrs ago. Arent much for one on one contact with any other races. Long before their Exodus, they must of decided any land based attacks were illogical and too costly. By simply showing a reasonable amount of force (somekind of bombardment meant to only shock and awe the populace into the belief they were outgunned) from the safety of their ships. By doing this they could convince the "lesser races" to come under Vasari rule with little to no resistance. This meant little waste of resources when it came to races extremely inferior to their own. As well maximum production of any resources the planet might wield. With a whole planet of non Vasari slaves. This meant the Vasari as a whole was freed to continue their "beloved" conquest of the known galaxy.
While nothing is truly known about their History before 10,000 ago. An unfortunate result of being on the run for 10 millenia (have no clue what that would be called) The Vasari themselves may very well no longer have any solid history to go on. Only old and outdated logs that showed how powerful and mighty their race once was prior to the cataclysm that struck them at the beginning of their exodus. As well time honored traditions, that again, they may not truely know the meaning to but still continue to perform them out of fear of losing their heritage.
As Im not a developer, I cant really say much about what truely chased the Vasari from their Empire. What I can say is what logically it is not. It cant possibly be a virus of somesort. As any virus would be hard to spread from ship to ship with no actual physical or atmospheric interactions between ships. A big hint here is the recalling of the Dark Fleet to confront this unknown enemy. The entire Dark Fleet accept for one vessel disappeared entirely. This vessel returned heavily damaged (making it painfully obvious the enemy of somekind of humanoid species with ships and weapons) which rules out a virus.
Another idea may be that its a "space maddness" being that the Vasari for the most part aside from their homeworld resided in ships their entire lives (may not be entirely true) That a prolonged exposure to a lessened amount of gravity could cause some kindof pyschiatric issues is plausable. This "Space Maddened" Vasari may turn on their counterparts and attack without provocation. But again this logically couldnt be the answer. As the current generation of Vasari would have never made it to TEC held space. Theyve been on the run for 10,000 years and most likely the "space maddness" would have overtaken them long before they escaped their own Empire. As well another clue as to what this unknown enemy is not is the beacons left behind by the Vasari. Slowly going quiet, tells us that the enemy is of an intellegent design. And are either following the Vasari out of vengence or has a more logical reasoning to it. Following resources (very much like the Vasari would have) to continue its growth.
Now as to why the Vasari are now in a stalemate with the TEC and being smashed by the Advent.
Many people believe that the Vasari couldnt possibly stay the same over the course of 10,000 yrs even on the run. I agree, to a degree though. Take the real Human race for example. Many times throughout our existance, we have set our own selves back hundreds if not thousands of years. Simply cause we get arrogant or complacent. This may not be entirely true to the Vasari. But if they are of intellegent design, as they are intend to be. Then they have all the same shortcomings of a Human. Their emotions and stout belief in being supierior could very well be used against themselves. For the most part, the Vasari wouldnt be worried about great bounds and leaps in technology (aside from tech that could get them far far away from their pursuers) they were looking to start over. As well most technology would have been developed on land (trying to create a WMD onboard an Evacuator might not be the best of all ideas) which they wouldnt spend much time on. Being they had become used to life on a ship and they only wanted to stick around long enough to get their resources and haul ass.
When they fled from their Empire, their goal wasnt to fight whatever was after them. They surely believed there was nothing to do but run. Especially after their most prized fleet was lost to this unknown enemy. So instead of staying and dying like the rest, they fled. Which means they hoped they would be able to get away from what ever it is and reestablish themselves. They didnt want to fight this thing, The Vasari for all their Conquering had become fearful of anything that actually could hold its on in a fight with them. They were too used to the idea of swatting at other races like flies. Their arrogance and complacency was their undoing.
The Vasari while cocky and sometimes over enthralled with themselves, arent stupid and just by observing their technology shows their extreme levels of logic. They would have plotted a course for systems that were high in resources but most likely uninhabited. This would give them more time to gather the resources needed and take the fighting out of the equation. But conquering was in their blood so to speak. And werent foolish enough to allow their weapons to degrade or become nonfunctional. Especially if the unknown enemy was to catch up to them. Surely wether they liked it or not. They would have to fight it. And with the beacons going silent one by one. They knew this enemy was not going to stop until they were dead.
This is where the TEC come in. Humans are greedy, and money is on top of their lists of favorites. TO would have spanned out to as many systems rich in resources. Mostlikely ignoring the ones where more money would have been wasted then made. This set them on a collision course with the Vasari. The Vasari, wouldnt be looking for a fight. Their new objective is to gather and evade. And this would send them into systems where production of needed resources would have been higher. Totally ignoring the same systems the TO would have overlooked and eventually making contact with TO.
The Conquers in the Vasari would have immediately came out. Realizing they couldnt go around this new species. And actually be able to find sufficient amounts of metal and crystal needed to sustain their Exodus Fleet. They would have observed the TO before striking. Not making the same mistake they had 10,000 yrs prior they would have realized the TO was nothing more then a semi-peaceful economic civilization. And without actual battleships and frigates, the TO would be just another species to fall to the Vasari. As well this may very well boost the morale of the overall fleet, giving them the feeling that even 10,000 yrs on the run couldnt dull the Vasari's abilities to conquer. That surely played into the reasoning for the Vasari to play its cards and gamble it could conquer the TO before its pursuers could catch up.
But again the Overconfidence the Vasari had in themselves put them in a situation they couldnt just back out of. Once the fighting started their was no turning back. At first the Vasari swept the TO colonies with ease, but when actual Capital ships and actual cruisers and frigates confronted them. It quickly turned the tide. The Vasari have wasted too much effort and time in this war with the TEC. And backing off would leave them with no resources to get them back on the run.
And now with another highly developed race the Advent entering the picture. A race that is atleast 1000 yrs technologicly ahead of the TEC. As well their civilization is oriented towards war. The Vasari is now stuck in a three way war. And their pursuers are just on the horizon.
While the Devs may deny ever thinking of adding another race. Its quite obvious they did. The game itself talks about the Vasari's unknown enemy quickly catching up. Which means in a later expansion, this new race may be added.
But aside from my very long summary of the Vasari's motives and views in this game. Id like to hear from others as to what possibly could be a Out of touch Warrior race as the Vasari's culture and beliefs. I highly doubt they are religious, but it could answer the question of whats held them together for so long on the run. It might also answer why they feel so Superior to others and why they feel entitled to ruling all of known space. Please voice your opinions and please stick to the already written in stone lore of the games intro summaries of the three races. Id like this to stay logical and productive.

The rate of expansion of this unknown enemy was astonishing, far exceeding even that of the entire Dark Fleet! As a last resort, the Dark Fleet Veerr brought the bulk of their forces back from the expansionary frontier for a blind assault on whatever was eating its way out of the empire's core worlds. When a single, heavily damaged warship from the Dark Fleet appeared out of phase space in orbit of a planet on the empire's perimeter, the inhabitants decided to board the ship. What they found were the remains of a once battle-hardened crew driven mad with fear.
In a rare act of autonomy, the colony made the decision to evacuate to a system far from the Empire. It would prove to be the last time they would ever see Vasari space. For the next 10,000 years the Vasari refugee fleet travelled from system to system, dropping warning beacons on their way, spending only enough time to replenish their resources before moving on. No matter how far the Vasari travel, their warning beacons fall silent; their unknown adversary continues its march toward their extermination.

Jikara Navigator As the Vasari continue their long trek through space, it‘s the Jakaras that lead the way to safety. However,the Jakara is also used for quick strikes against unsuspecting mining installations and houses strike teams that can be deployed to capture enemy assets. Should it encounter enemy forces alone in unknown space, its unique Phasic Cloaking device can be used to either hide and observe enemy maneuvers or to avoid weapons fire, thereby giving it a high survivability without any support from the Exodus Fleet. Ravastra Skirmisher Ravastra Skirmisher‘s combine speed with power to create a deadly close-range combat vessel. Heavily armored, the Ravastra can withstand a great deal of punishment for its size but is still nearly as nimble as the Jikara. Its ability to withstand punishment is further enhanced once it enters its Reintegration repair cycle, where both engines and weapon systems are shut down in order to quickly regenerate its hull. Given its high speed, survivability and relatively low resource cost, the Ravastra was also determined to be the most suited to striking deep into the enemy‘s fleet during combat in order to activate interference devices that restrict the use of antimatter. Kanrak Assailant Equipped with a long-range torpedo launcher, the Kanrak has been designed to eliminate both stationary and mobile targets from a safe distance. Depending on the importance of the target and the overall tactical situation, Kanrak commanders may decide to channel power from the ship‘s engine system into its missile‘s warhead, granting the vessel increased weapons range and an area of effect attack at the expense of mobility. Karrastra Destructor While of only minimal use in ship-to-ship combat, the Karrastra‘s true purpose lies in planetary bombardment which it accomplishes with ease. I'm not saying I want this to be implemented into the game, the Spirit of the Dark coming after them and all, even I don't think that would work. I'm just putting it out there as a possible background to the Vasari, a reason why they do what they do. They conquer and enslave because the Spirit of Dark cursed them. They are cunning and resourceful because the Spirit of Fire blessed them. They have to run because their God-figure is telling them to (definitely don't want to start a religion war in sins). That was just a reason to explain the Vasari's actions, not what I want to see in the game. Now if they reveal a fourth race and its called the Darkness and it has some of the ideas that I have for it, then that'll be awesome and I'd be really excited, but all this other stuff I definitely don't want to see in Sins. It's just not that kind of game.
While your invision of the Vasari being a Military oriented government is very good i have some small issues with it. The idea they kill each other for the oppurtunity to advance is kindof barbaric for their type. The reason I say this is because they come off Desperate to survive. Killing off very knowledgable individuals that are in leadership roles would be a very bad thing for a species on the run.
Also you kindof condradicted yourself. You said your opinion is they start out at the lowest rank, Being the ShockTroopers and Fighter/Bomber Pilots being at the bottom would mean that everyone above them at one point had one or the other as a job. Meaning atleast half of everyone above the lower rank in their hierarchy would know hand to hand combat and how to use a weapon.
Also you mentioned a leech that transforms other creatures into Vasari, while there is so much we can add to the lore which can put it really out there. There is still one small issue there. The Lore states they ruled from above these planets with "valued citizens" in oribital stations or ships. Which means these "valued citizens" stayed just that. Their own race. On the other hand you create a good point about the Vasari sexuality. There is no mention of females and its very possible that the Vasari are A sexual. Reproducing when its needed. Or maybe there are females and they actually are hidden away because they give birth to more then one Vasari at a time and would be a very important part of their survival would be the safeguarding of their females.
My view is that being Imperialistic like the Romans was a very Militaristic Government. They were constantly conquering. But the innerworkings of their government would have to be somekindof Democracy even if it was under a Dictator he would still need representatives to work the system. Without the misguided cloak of a government representing everyone eventually it would fall to rebellion. And as I know of the only government type fitted to live very long is Democracies. They might not be actually democratic in reality, but they put up the front to pull the populace along.
As for your tying your Spirits story into Vasari Lore. Like I said it does fit. but to an extent. It is from the preception of a created group of characters. It just really puts the realistic idea of three spacefairing races colliding and adds this unstoppable force of a god into the picture and deviates from the actual integrity of the game.

Im saying that the reason for this Thread isnt to just put every story here, But to kindof fill in the holes with logical ideas that would synergize the lore that already existed when the game was released and what the individuals who play SINS have created. And you dont have to apologize. I think your posts just help add another perspective and idea of the innerworkings of the Vasari for me. When I first posted this thread, I didnt have any thoughts to the idea that there were Multiple Fleets to the Exodus Fleet. Or that there may possibly be even more Exodus Fleets out there. I also hadnt thought about how their Religion would work. Or that maybe they didnt have different sex's but only one. So you and the others are doing exactly what I had hoped for, adding things that i hadnt concieved prior to my OP. Making this Thread a SINs Community effort.
Another idea is to look at how the Clans of the Battletech universe. If you go with the different Clans and ranking within their culture. Disputes are settled by Trials and all the clans have a singular objective. In that lore they want Terra back, but here it could be that the Vasari collect resouces, repair, rearm, upgrade their fleets for the next jump. Each Clan(Faction) has its own way of doing it. If there are disputes between each clan they settle it in a way to reduce damage and such on the clans. After all it goes against the common goal.
Well the Vasari strike me as being slightly barbaric.
And the Mani'k (shocktroopers) would NOT be on the bottom of the rank scale/social whatever. They consider themselves apart from the rest of the "normal Vasari," thinking themselves to be better than the rest. They'd think that they are under the Fleet Admiral Commander, but no lower. The reason they listen to orders issued by others is because they choose to, not because they were ordered to.
And bomber/fighter pilots would be on the bottom. nowhere near the shocktroopers though.
Have you read any Orson Scott Card? He has this website called "Uncle Orson's Writing Class" (http://www.hatrack.com/writingclass/index.shtml for those of you interested) that has articles about different aspects of science fiction writing. One of those articles talks about how to create an alien culture, and how to make it good. One of the things Card said was to think of a key difference between our society and the aliens you are trying to create, and just greatly exagerate that difference. So the Romans had a democracy under a dictator? Let's just take the dictator. And then create a society based upon that fact. Only democracies last in the long run? Lets make that alien and have a dictatorship thats been running for over ten thousand years.
Im not saying they are a democracy. Im saying they use the concept, like a smokescreen, to soothe the lowers casts of Vasari and the "valued citizens" and that Vasari alike are better then any other race making them natually superior. But their arrogance and superiority complex is so deep in their psyche that they have even set up a rigid Class system. You can create a universe where everyone is equal. But if you want it to be realistic your gonna have to accept the idea that they are selfish and will always think of themselves better then others. And for any military to work your gonna need a hierarchy. plain and simple. You have to have someone to answer to and you need someone to make the decisions and someone to excute said decision. While the ShockTroops (which according to lore hints at no longer existing) may be proud of their sacrifice to the Empire. Its just them giving themselves relevance in this universe, basically telling themselves their worth more then what they really are in the eyes of the leaders they serve. Doesnt mean they are actually equal to someone as vital to the Empires survival as the Admiral Commander as you call him. Or Emperor as I call him. And as much as you call them barbaric, I see a very sophisticated society that really is far beyond barbaric actions (other then their slavery) as assasianating each other everytime they want to advance. They wouldnt get anywheres if they just killed the guy above them cause they wanted the job. But I can see it happening once and a great while. As the lust for power is always apart of any Imperialistic Culture. Just not on the scale your proposing. While this Card guy may bring up great points for writing a book or story. This is more a concilidation of ideas of how the innerworkings of the Vasari actually make the Vasari who they are.
And Carbon thats a good point. Something else that can be added is a Judicial system. Every culture needs Laws to keep order. If you have time. Maybe you could add to it and create a summary of how their Judicial system actually works.

If I can add some input, I also doubt that Vasari leaders would be assassinating each other. To me, the Vasari (Or at least the Exodus fleet) seems far too desperate and far too efficient to want to waste even a single Vasari member to die uselessly.
Though of course, it's difficult to truly try to make an accurate information on the Vasari without more knowledge of the Vasari Empire. The Exodus Fleet culture might have changed quite a bit. All we know about the Empire is that they were huge, they controlled planets similar to the Romans, and then collapsed suddenly. It could be that the Exodus Fleet's culture changed out of sheer desperation for survival. Maybe the Empire did not enslave and actively punish their planets, but the Exodus made use of this for their survival.
Also, the idea of Vasari being asexual seems pretty plausable. Though of course, they might just all have deep, masculine voices, similar to that race on Stargate (Gou'ald?).
But why would they need to soothe the lower casts as u call them of Vasari? They all know how their empire was based, how their system is founded, and they all agree with it. They all have that animalistic sense of natural selection, or the survival of the fittest.
I call some of their actions barbaric, because they bring out (maybe) the animalistic side of the human psyche (and expand on it). What they did is very sophisticated, their reasons are very basic. create an empire of enslaved creature. why? cause you enjoy it. run away to preserve your existence and the existence of your race. why? cause your scared of what's chasing you. to name a couple of examples.
In their mind it does, and since they let no one stand in their way, since no one can stand in their way, it is true.
But let's broaden the aspect of Vasari assassination as advancement. How does this help develop the Vasari personality? That's what I think when I consider stuff like this. Not how it would look cool for a race to do that or how it would work into a story, but how it helps develop the character (and work into a story ). As superior officers learn to combat the threats against their life, they became naturally more aware of their surroundings and get good at being able to predict a person's emotions from their body language, in case they were planning to play a trick on you. So when diplomatic talks come up, the Vasari are not going to be easy to lie to. Almost impossible. Why? Because they had to learn to plan ahead of assassinations. So superior officers get better at personal defense, and the lower-downs wonder if its really worth the trouble. When they die of natural causes or die in some other battle, you're there to step up. If others step up, then you worry about killing, but you can learn to be patient. You can plan, you can wait, you can hide in the shadows and observe. And so the Vasari can bide their time, most are not prone to making hasty decisions or decisions based on emotion (i say most because like all races, not everyone conforms to one viewpoint). The Vasari are good at making themselves disappear, or fading into the background, making people easily forget that they are right next to your ear. That way the Vasari might hear something slip, something that could help them gain advantage. And so assassination branches off into subterfuge. Instead of an outright killing, maybe you blackmail your superior, force him to step down. And this helps the Vasari's hearing, for they are constantly listening for something that could give them advantage. They have stellar hearing and can usually hear what's happening "between the lines." And you can see how it can keep going on and expanding. So assassination doesn't happen as often, it is just the beginning for what developed into a rigid TRADITION of Vasari culture. It still happens, yes, and a lot more frequently then you would see it in say our society, but it doesn't happen say all the time, as you seem to have gotten the impression that I was saying it did.
I don't think of the Vasari as having much lust for power. They lust for domination, for superiority over other creatures, but no for individual power. Certainly some would strive for it, again, not putting them all under the same mold, but I don't think it would be a big issue or seen commonly in most Vasari.
One thing I keep noticing is your condradictions. On one hand you talk of your preceptions of the Vasari as being underhanded and up to no good even against themselves. Yet on the other hand you speak of them as almost a Hive mentality. That they put the overall objective and betterment of the Empire above themselves. You say they wish to advance to a higher position in their collective. How is that not Lust for Power? then you say they dont lust for power they lust for Domination.......im pretty sure Domination is another way to wield your Power over someone or something. So Id say for sure they DO lust for power as they try their damndest according to you to get rid of their superiors and take their places. If they felt the betterment of the Empire was more important they'd be quite happy with where they stood in the Empire.
The Vasari are true Warriors, They have obviously perfected the art of war. But the idea that they use assasination of their own kind in a time when ALL Vasari are at risk of dying. It just doesnt seem to be something the Vasari would just act like it never happened. Theres no hinting at them being barbaric in the lore established. The only barbaric thing they do mention is their enslavement of other races. Which is just to reconfirm their need to feel superior to everyone else.
Even if it only happens here and there. Why would the Vasari stand by and allow someone who maybe one of their Best Tacticians to be whacked and the murderer to go unpunished? Only to be replaced by his murderer who vary well be horrible at Leading. Were all gonna have our opinions about this but I think its totally up to everyone else who reads these forums to speak up and put their two cents in. Well, I think you're both right...
Democracies will exist, in some form or another in a highly developed society. If there was no democracy to their system, the Exodus fleet would have splintered long ago and would have been swallowed by the darkness. There has to be something there or they would all be dead.
Something else that must be mentioned is that while they must have some form of democracy, they are, as a race, obviously pompous and arrogant. They are extraordinarily self-obsessed. This would of course lead to many having a lust for power, but I find their system to be more like the roman empire.
There would be one Omnipitor as I will call him and a High Council. The Omnipitor would preside over the Council. Legislation would be passed by the agreement of both. The Omnipitor's position would be passed down genetically, but should the Council "vote" him out by a very significant margin, they could replace him with one of their own. The Council would be made up of the Grand Admirals of the Exodus fleet. Each one would command their own sub-fleet. Now, of course the Omnipitor would have an elite guard (like the Mani'k), but against a unity of the Council Members, he would not stand a chance. He would have to step down or die.
Now, the way the GA's would be chosen would be by a democratic election between the captains of all ships within a fleet. By selecting one of their own, they not only stay together, but also allow individual arms of the military to function efficiently without needing the Omnipitor to do everything himself.
As for captains, there would be mutinies, but such acts of rebellion would be looked down upon. For a fleeing race, unity is crucial. Mutinies and rebellions would be frowned upon unless there was an obvious reason (ex a nutjob got the council seat) at which point it would be officially illegal, but no one would charge the rebel as they acted for the common good of the Empire.
As for the Mani'k, I do envision an elite force of ground troops that could also board starships, but I see them more as a system used as the Omnipitor's personal guard. Think of Hitler's Stormtroopers. That is what I'm thinking of here. These soldiers are the best of the best and would follow the Omnipitor's words to the letter. They would sort of act as a secret police, as they only do what they are ordered by him.
As for reproduction, it is perfectly plausible that they pull an Asguard and just clone themselves. It is also possible that they survive by turning other races into themselves (although kinda creepy...). It is also just as plausible that they do have females that perhaps give birth very rarely. This would make the life of each Vasari especially valuable and would cause the Vasari to bar females from entering military service. This would explain why the Vasari lore makes no mention of females. By taking out a "nest" of females, you could deal serious damage to the Vasari's ability to reproduce and thus fight.
As for religion, CI, you do a great job, but I think what allegiance is trying to say is that the whole suggestion that the Vasari's religion is correct (for lack of a better way of saying it) could cause some problems. Also, the Vasari's knowledge of humanity before the exodus flies in the face of the concept of the exodus! If they knew we were here, they would have avoided us at all costs. If you know there will be a road block, you pick a different route.
In general though CI, I do love your story as I have said before. You do a wondrous job of storytelling, but I think those things could be adjusted to make it even more believable/better. Keep on writing.
Cloning is indeed confirmed in-game, with their Capital crew upgrades. The highest one is called 'mass cloning', or something to that effect. Also, the earlier ones like 'selective breeding' (I'm not sure the proper name, please do correct me) would imply that indeed, the Vasari do have "traditional" breeding, for lack of better word. That's why I doubt they would integrate outsider species and alter their genes to become Vasari; I'd bet besides possibly being impossible, that the previous special genes could dilute their new Vasari blood.
It could be possible that the Vasari don't have any knowledge of Earth. It could be that the Earth Spirit left the other Spirits and became guardian of Terrans, but the Vasari only know that the Earth Spirit left for some reason. I mean, I would doubt even an advanced race as the Vasari could even vaugely comprehend the divine!
Volt thats probably a better explianation for the Government of the Vasari. It actually makes sense considering the Exodus is made up of Military ships (that we know of) And I like the name you give the central leader. While I wouldnt give much credit to the idea of turning other races into Vasari, As it would defeat the idea of being Superior. The idea of cloning would be a better idea for reproduction. But the question remains. How did they reproduce prior to cloning became available?
I also like how you tied in the assasinations. I can agree they have to happen at somepoint. Its just a need and sometimes a tragedy that it happens. And as Ive said before, the religion aspect from C.I. definitely can answer somethings about the Vasari.
I don't picture the Vasari as being either religious or democratic. I can't imagine the brutal Vasari rbeing democratic.
Maybe Vasari individuals become Omnipitor when they pass a very difficult "test". This "test" pushes the individual to the edge of their psychological endurance to see whether they are worthy of that position.
In the military, people are not voted to become promoted. They are appointed based on ability. being militaristic, a Vasari individual may become Omnipitor because he succeeded in passing a very difficult "test". Rather then voting, individuals must pass a "test" to acheive their ambitions.
Thats just a wild theory on fictional politics, but the idea sounds good to me.

@Jule: They would primarily pick someone based on ability. It is run by the military, so of course they will be chosen for skill in it. After all, only captains can become Grand Admirals. You have to be good.
everyones taking my democracy comment out of text. I said it would be used as a smokescreen or a front to what the government really is. The idea is if you dont keep the lower classes of your society happy, theyll rebel for a number of different reasons. So whats the best way to make someone feel useful ? give them the feeling they have a say in the government. In reality they dont. but its really all about keeping the "mobs" from kicking the current leaders out on their asses. Again Ill point out Romans had "valued citizens" as well. But their rights in the Empire was few to none. And The lower classes of society (I dont care how futuristic this game is, There will always be the different levels of poverty and the Uber rich) while they may have full rights in the Vasari Empire. Power and position in the Vasari is still going to give a Vasari more say when it comes to what happens.
Correct, the Omnipitor is very much like a roman emperor. He has supreme autority and may choose his heir (generally being a son). This single person is critical to keeping the Exodus Fleet together.
The High Council is much like the Roman Senate. They are power hungry and are not afraid to kick the Omnipitor out if it suits their purposes.
The capital ship captains themselves are a "noble" class. Hence the reason that they cost quite a bit to "hire." These captains would pass their class to their descendants.
Frigate captains/high ranking officers on frigates are common. They proceed up the rank scale normally. These Vasari make up a "middle class." While they can be bumped up or down due to extenuating circumstances (ie: defeating a fleet many times their size without the help of capital ships or inversely, betrayal/mutiny), they tend to stay in this class.
SC squadrons/dangerous jobs on ships would be made up of the lower class. These Vasari would be born into poverty of any sort of power. However, if one performs admirably and saves his ship, he may be promoted to "officer" status, bumping him up to the middle class.
So, in my mind, there would be four classes:
Omnipitor/Council: These are nobles who have risen above the others. They are incredibly powerful and are brilliant tacticians.
Capital Ship Captains/Capital Officers: These are the more average nobles. They have not yet risen to the power of the above class, although they may in time.
Frigate Captains/Frigate Officers: These are the commoners. These Vasari have proved themselves able to fight, although are not of noble birth and thus do not select the Grand Admirals who have the true power by owning Council Seats.
SC/Other: These are the lowest of the low. They get the most dangerous jobs that only those who show no ability to perform well in battle as far as strategy goes. Most male Vasari fall here.
So, I still think that there would be castes, but the Council would be selected by nobles who vote. The Omnipitor would have to in turn respect the council or risk having multiple fleets encroach upon him.

you've persuaded me here's my new concept of the Vasari. assassinations and the such used to be commonplace in Vasari society, but during the long voyages of the Exodus Fleet it was gradually wrinkled out and became a murky shadow of Vasari history. so it still happens, occasionally, but very rarely.
I'd just like to point out, though, that if the leader was bad at leading, he would have been quickly done away with and replaced. Just leaving that out there.

I really like this idea. It's what swayed me over to the Omnipitor ideas. Normally, a Fleet Admiral Commander (that's what I'm going to continue to call him can't change it now) would be elected by the Supreme Council of the Vasari, a mysterious group that governs the most stringent of Vasari laws. Most Vasari speak of them with awe, and only in whispers. To be called before the Supreme Council gives you extremely high standing by other Vasari, unless the Supreme Council vote you executed. So when a new Fleet Admiral Commander is elected, the Supreme Council approaches the Vasari who they have agreed to promote and issue him a sort of mission. This is his test. The test site would take place on an unknown planet's surface and gravity well (unknown in the sense that you never know what planet you will be sent to to complete your test until the Supreme Council drops you off there). The test would force you mentally and physically to the limit, and the test would be very dangerous. To fail this test is to die. That makes the Fleet Admiral Commander's position a position of respect and fear. Respect for someone who had passed the mysterious test known only to the Supreme Council, and fear in that you may one day be called to take this test. When the Supreme Council comes to you, you can say no, but once you agree to take it, there is no backing out. So the decision to become Fleet Admiral Commander would be a hard and well thought-out one.
Maybe not ready to kick him out if it suits their purposes, but maybe the [Supreme] Council and the Fleet Admiral Commander would be shakily neutral towards each other, wary of power being stolen from either position. The Council would force a Fleet Admiral Commander off of his position if he threatened their power or took away some of the power/decisions the Supreme Council has, but I don't think they would kick him off just because they felt like it. It would be a cold, calculated decision, not spur-of-the-moment. But yeah, the situation between the Fleet Admiral Commander and the Supreme Council would be VERY tense.
I like your test idea... I'll keep calling him the Omnipitor as I've always found FAC kind of redundant...
However, I find the Council to be something more like a coalition of military factions. Each Council member has a fleet with which to attack the others. Vasari are well aware of the existence of the Council and Omnipitor, but would be far less knowledgeable on the doings of the Mani'k.
Although, yes, the situation between the omnipitor and the council would be tense...
I'll elaborate more later, but I'm out of time now...
The Council would have their own fleet, but its a joint fleet, not like individual Council members have their own fleets. One big fleet all together, and although all of the Vasari know the Council exists, they don't know where the Council is currently situated. So the Council's appearance is always a surprise. And I agree that the general Vasari populance would have no knowledge of the Mani'k's doings, or only very little of it.
And I may still change some of the names around, but that would mean a lot of word correction throughout every chapter in my story, and I'm just too lazy for that. So although I personally like the name Omnipitor more, Fleet Admiral Commander stays for me
EDIT: more thought on the Council's fleet. It would be rather large, and when it does move, it's orders are fixed so that any curious capital ship captain can check and see that this fleet is just relocating to another position, or joining a fleet at some installation. Of course the fleet would do no such thing. So the Council would be out in the open, but still in secret. Although maybe a smart Vasari could watch the travel patterns of this fleet over several months or years and locate the whereabouts of the Council.....or something like that. Anyway, that's off topic.
My thing was kind of that each of the Council Members are Admirals of sub-fleets. Each one controls this fleet and are elected by the popular vote of the capital ship captains within that fleet. This ensures the support of each fleet to that member of the council. If the fleet dislikes the admiral it selected it may simply choose a new one. This ensures that they remain loyal to their leader.
Think of the roman armies and their generals. They were actually more loyal to their respective generals than to the Emperor. Now, give each roman senator a generalship, and you have my idea for the Vasari. Now, the Omnipitor would control his own personal fleet which would be significantly larger than any of the council member's fleets, although not enough to stand against the combined might of the almost all the council members' fleets.
And I understand why you want to keep it. Can't blame you... You'd have a lot of editing ahead of you...
I like these ideas. The Vasari "pretending" to be democratic to keep the masses happy makes sense.
Sounds cool. I never really knew what sort of test this would be, but I like your idea.
yeah i guess i didnt do a good job when it came to the "pretend" bit. I really like the new ideas of how the Vasari gets things done. Definitely gives them a Alien Culture feel. But at the same time very efficient and keeps the political process from slowing down any decision making.
I mean, do we want the Vasari to be the Romans in an alien body? I think we should take our base ideas from the Romans, but not just use what the Romans did and slap it onto the Vasari. Give it an alien feel besides their actual bodies.
EDIT: The Council should have/be able to do something that normal people just can't do. That normal Vasari just can't do. To give them an air of mysticism that goes with all their secrecy.
Also, let's brainstorm ideas for the "test" the FAC or Omnipitor would have to go through. Let's try and think of a bunch of things that would work for it. Like I was thinking one of parts would be the testee would have to enter three caves. In those caves he would see things. He would see the world as it would have been if something had been decided differently in the past (pertaining to Sinners, say Flankx never killed Vorg). The testee would be thrust into this situation that would be psychiologically traumatizing to them, and they would have to overcome whatever the situation was to find the exit of the cave. (a LOT like the ter'angreal used to become Aes Sedai if anyone's read the Wheel of Time series)

Well, I'm not saying we keep it exactly the same. After all, in this case, the senate is made up of "generals," and not just rich guys. I'm perfectly fine with changes, its just that I would think that while a more barbaric system fits what we would want to put them down as, reality says that they need some form of democracy. This is established by the election of Council members.
As for the Council being secretive, I wasn't thinking they would be. Perhaps some of their activities would be, but as the legislative body of the Vasari, most of their actions would directly affect those beneath them.
But as for what we have agreed on...
Omnipitor/FAC: we all want there to be some person here that is the head of the Vasari government. I would think that he would select his heir rather than have one appointed by the Council.
Omnition Tests: The "qualifying exam" for the position of Omnipitor. Very rigorous tests designed to send Vasari nominees to their breaking points.
High/Supreme Council: The powerful legislative body that rules over the Vasari. Although we have not defined whether they are secretive or not...
Some Form of Democracy: We know there has to be at least some form of republican representation, or else the Exodus Fleet would have splintered long ago.

What I was thinking was that this Council dealt with only the largest crimes, only the ones that broke one of the fundamental laws of the Vasari. They would have a set of military tribunal-like courts to deal with the rest of the law, and the judges of these tribunals would belong to [need's a name, political party group] that represented the general Vasari population. And they would be elected. But the Council would have their own way of electing new Council members, and they would be the only ones that knew how that worked.
Also, just to be clear, the Vasari would be a one-party system. Maybe a splintering in the Vasari during the war with the TEC and Advent would lead to more political groups (probably would happen like that), but for now they are just a one-party system. Does that work? And we would need to come up with a good name for that group. Something Vasari-ish but still exuded justice/strength (not sure how big the Vasari are on justice).
