This is the story of the last of the Babylon 5 mod-efforts. It's goal, to prevent another failure, by creating a place to solve our problems collaboratively. Its a port of call, home away from home, for modelers, texturers, programmers and sound engineers.

Installation Guide:
Sometimes the in-game mod loader can be a bit funky so if you can't see the mods you've installed or something isn't working then enabling the mods via the 'EnabledMods.txt' file in your 'Mods-Rebellion v1.85' folder where you installed the mods to is the other alternative. It should look like this to work:

The gamefront link worked (for me) upto a couple of weeks ago when I re-downloaded b5sotyr to compare against my heavily modded copy.
I had not gone the whole way to the actual download, and yes the gamefront is NOT finding the file for me either.
if it would help the b5 team I could upload a copy I have in my sins archive named 'b5-sotyr 0.4202.rar' with a size of 369,873 kb to my dropbox.

Origo is no longer available, the university ended the service so we had to move to BitBucket.
I seem to have unintentionally removed the 0.42x files so I'm now uploading a full 0.422 version to gamefront agin and will post here once available. Remember that 0.422 has many bugs including not having Vorlon and Shadows playable (they might crash)

Organizing my Envoy work it is evident the SoaSE Diplomacy abilities equally impact enemy and allied planet/factions... My thinking some should impact both to raise relations against any faction but some should be one or the other providing additional boosts for the lack of versitality. While negative effects from a diplomatic presence may not work for SoaSE if B5 is any indication a diplomatic presence can come with plenty of baggage of out mod. I'll reuse as much as I can but may find the need to break out race specific variations on basic abilties.
Should have plenty uploaded by the time you return.
Couldn't find a way of reducing the cost of a specific structure in Diplomacy, although Rebellion may have, eg TL Novalith Deregulation, AR Mass Communion.
So as compromise
Metal extraction rate: 20%
Resource cost decrease: 10%
Credit cost decrease: 5%

Orbital Metal Extractor
An ancient, but highly efficient
Quantium-40 refinery that improves
extraction rates and reduces construction
costs
Should be handy considering that metal is very much sought after in B5-SotYR.

I've mapped out the techs for the envoy ships and have altered the SoaSE standard of diplomatic immunity and 4 abilities (3 researched) that equally impact Allieorenemy with a system where by each SotYR Envoy have the following:
Diplomatic Immunity in two standards, younger and elder
Goodwill - as SoaSE without modification
A researched, scaled ability that only negatively impacts enemy planets/systems with no diplomatic boost (will defalult to off)
A researched ability that impacts friendly or allied planets with an appropriate relations boost
A beefier researched ability that impacts allied planets with an appropriate relations boost
This will weight the impact of military actions and diplomatic deals (missions and grants) more and the impact of diplomacy (envoys) less. Enough envoy coverage of an opponent with judicious mission accomplishment can still bring about a peaceful offering but it will be harder than in SoaSE. There are still some details to be worked out and the abilities and entity files are still in need of redesign and testing, and TobiWahn has yet to fully bless this approach but wanted to let the forum poke holes in the design before I got too deep into the execution.

I think use of such an ability should have a negative effect on the relationship.
Will all races have the negative envoy ability? Fits well with the Shadows, maybe the Centauri & Vorlons too, not so sure about the others.
It is very easy to have negative relation actions, it was my thought that a diplomat should not by design contribute to that but should have the ability to increase diplomatic relations, however all the diplomats on B5 conducted nefarious acts sometimes sanctioned and sometimes not. The negative acts for the envoy ships are default off so they don't run around degrading your relations but can selectively be turned on so as to have a useful ability should there be no need for diplomacy at that moment. The abilities I'm thinking of are more punative and will likely result in a diplomatic offset. For instance attacking a planet always has a negative diplomatic impact from the attacked faction and doesn't need an additional negative effect.
I'll post when the notes are up in bitbucket which may help your analaysis.
EA for instance semi-sanctioned what some corporations were doing which furthered EA policy while allowing plausible deniability.

See the Common Envoy Note ticket on BitBucket. EA Envoy files are uploaded, crux of the problem is buff statement "AlliedOrEnemy" substatution for "Allied". If anyone could confirm there is no internal conflict...suggested string file also supplied but master and string list counters would have to be incremented.
