Hi,
Is there a way (file to edit or program to download) that lets me set the maxium frames per second in a game?
I want to limit them in the steam downloaded versions of Unreal Tournament 3, Red Orchestra, and Titan Quest.

Turn on vsync, it limits frame to 60fps
It actually limits the FPS to the refresh rate of your monitor... Hence vertical sync. With most LCD's its 60Hz, your line frequency, but some use 70 Hz, and CRT's can use any number of refresh rates. The key being when it locks your FPS to your refresh rate on your monitor, you won't see any tearing.
other than that, I don't know any programs off the top of my head, aside from the mentioned issues it would fix, why would you want to limit your fps?
I'd guess Othello wants to limit an inconsistent FPS.
I locked Halo PC's FPS to 30 (a menu option, why can't all games have such?) because otherwise i'd get 60 in one moment and on the next its 45, 60, 50, 30, 32, etc... that's pretty darn irritating. Same with FO3... only that i can't lock the FPS.
Vsync doesn't actually lock FPS to refresh rate... it maxes the FPS at that point. Didn't turning of Vsync cause "tearing"? IE the screen "splits"
