Again, I didn't have much time to continue with my Sins of a Solar Empire game last night. I wasn't expecting much: I assumed I was at the "mop up remaining planets" phase. Well . . . not quite. I had one colony's loyalty dropping: I wasn't expecting that. The pirates are gone and can't launch huge attacks, I was expecting a somewhat more relaxed pace. Nope: now the other empire has noticed me, and has been pretty regularly launching huge attacks. I wonder how long the enemy can sustain that: armadas are costly, after all!
By the way, I love the strategy of sending in ships to engage, and then having them retreat back to the starbase. The enemy follows the ships, and comes in to range of the starbase. Bwah hah hah hah!
As of right now, I only have two battleships. I can't get a third because I need to research something called "Formalized Training" . . . but I can't find that anywhere! Does anyone know where it is hiding?
Anyway, I have had no real problems with Steam (the closest I've had to a "problem" was when I was away from an Internet connection, and I couldn't fire up The Path because Steam wouldn't go in to offline mode) . . . until now. I purchased Plants vs. Zombies on Steam, and all was fine with the world. Then, my kids discovered it. They are on their computer, happily playing that. But it dawned on me that I wouldn't be able to play, say, Empire: Total War. To play that, I have to start up Steam, which I believe means that anyone else logged on to my Steam account would be logged off. It's one thing to not allow the same game to be played twice at the same time, but if I understand this correctly, this limits ANY game purchased by Steam. I hope I'm wrong about this!

and about your cap ship problem, you probably only research only 1 since you have onloy 2 caps, you start of with one and you probably researched the first level and you are researching the third, try researching the second
so in terms of the research you have done
so level 0 - 1 cap
level 1 - 2 cap
level 2 - 3 cap
level 3 - 5 cap i believe, so you need to research level 2 before level 3

'Formalized Training' is just the next level of capital ship crew training. Each tech, even fleet logistic techs, have unique, race specific names. You'll find this in the fleet logistics area of the tech tree.
When you say Steam wouldn't go into offline mode, did you try to set it and it didn't work? Or did you just try to fire up plants vs zombies while not connected to Steam? Offline mode is something you have to activate manually.

You're right about Steam - an account can only be logged in to one computer at a time, even with 2 different games.
