What if the majority of the nations or a dominant hyperpower were to break the pact? In addition to laws, I recommend intensifying globalisation, increasing the usage of off-shore treasuries and pooling the resources of each nation. This way, nations won't have the resources to start a war. On a side note, by pooling resources we can perform fully co-ordinated and lateral actions on global issues. The only problem is where to put the resources, as a host country could steal the pooled resources.

As for the Mass Driver, Simple Magnetic levitation. The entire mass driver design was made to use as little power as possible, and requires two nuclear reactors. We have enough materials to build three more, howeverr my people complain that it's a waste of money. Thanks to the new amendment to the constitution, allowing for presidents to a "Three-term maximum" insted of just two, I have 2 more years, and another term, to go. I should be able to compensate for the mass drivers with increased ship production, and plans to build a massive shipyard in space, as well as a spaceport on Mars. In five years, Armstrong city will be completed, and in 10 years, the massive shipyard.

In order to protect the world, I have decided to bring the full force of y military to bear on Afrikaa. I will not engage them in battle, but I will attack if they try to harm anyone. All of my missles are pointed at Afrikaa, all of my missle submarines are just off the coast, every ship in my navy is waiting just offshore, and all of my military aircraft are on my mile long ultracarriers, which are just offshore ou of range of ground based artillery.
