Close to 200 of my planets were invaded by spies in a mega event. I researched and then built Counter Espionage Centers on each of the infected planets. The existing spies were never removed from my structures and I couldn't really tell if I was/am receiving the bonus for these tiles.
Creating new spies and "nullify"ing each seeems to get rid of these existing spies.
Is this a bug? Is it necessary to remove each of these spies to regain the tile bonus? Demolishing the structure has no effect on the spy.
Any help is appreciated.

Counter espionage centers do not get rid of spies already on the planet.
Can you imagine how overpowered it would be if it did?

Additionally-yes, you'd have to remove all the spies on all the structures to regain the benefit of them.
All I can suggest for you is that you use them preemptively in the future.
Alternatively, you could just turn mega events off.
Aye, they only stop placement of spies, they don't remove spies.
If prior to that event you had placed CECs on all of your planets on a whim, you'd be laughing at all of your opponents while you have no spies and they are up to their armpits.
I tend to place them on all my planets, for their primary reason as well as the Morale they provide.

Another mega event ---half my planets joining the jagged edge helped me out. Only 60 spies to eliminate. I conquered the edge and everyone else after that.
I think 1 transport and 1 cec may be mandatory on all planets in the future.
CEC's are a mandatory build for me on every planet. It's one of those no-brainer builds, considering the 20% morale boost it gives besides not having to deal with spies ever again. (I don't particulary care for the espionage part of the game...)
It's not to hard to get the tech, and early completion nets me a near spy free game... I keep a few spies on hand just in case I get jumped early, but after suffering the same mega event as you mention above I don't leave the homeworld without my CEC's...

Started using the centers a few months ago . I just started putting them on the morale space since I never used to build morale buildings . Ever since I started this no spys , great morale , and if or when I build the 2 mega happy buildings 100% app. with 75% + tax rate. I love these things! I have found when I get side tracked by war or other issues I get spy spammed no matter if I play at normal, challenge or higher.

Yes.
They prevent spies from being placed, period. (Unless of course you drop one on the CEC while it's building. )
